The Bihar Model Code of Conduct 2025 came into effect after the Election Commission announced assembly elections. It applies to the government, political parties, candidates, and the public until voting ends. Displaying hoardings or posters in public places is banned, and even on private land, written permission is needed. Violators will face FIRs under the Prevention of Defacement of Property Act.
A district-level team led by the ADM will monitor violations. Citizens can report complaints through the C-Vigil App. Parties must remove banners within 24–36 hours or face action. Enforcement teams, including the Income Tax Department and Economic Offences Unit, will track misuse of money and muscle power.
Transfers of government officials, new schemes, or populist ads are banned. Ministers cannot use government vehicles for personal use. Political parties need police permission for events and cannot use loudspeakers from 10 p.m. to 6 a.m. Religious places are off-limits for campaigning.
The public should carry minimal cash, avoid displaying weapons, and keep vehicle papers ready for increased security checks.
