Supreme Court Calls Chief Secretaries to Explain Delay in Stray Dog Control Measures

The Supreme Court on Monday summoned the Chief Secretaries of all States and Union Territories, except West Bengal, Telangana, and the Municipal Corporation of Delhi, for failing to comply with its earlier directives on managing the stray dog menace. The court ordered them to appear in person on November 3 to explain the delay in implementing guidelines related to vaccination, sterilisation, and control measures. A Bench led by Justice Sanjiv Khanna expressed concern over the lack of uniform action across States despite repeated instructions aimed at ensuring public safety and animal welfare. The court reiterated that humane methods must be adopted to control the stray dog population while protecting citizens from attacks. The exclusion of West Bengal, Telangana, and the MCD was made after they were found to have submitted compliance reports detailing their progress on the issue.
