Trump’s Peace Plan Suggests Ukraine Cede Donbas to Russia, Recognise Crimea as Russian: FT Report

A proposed peace plan reportedly drafted by Trump associates and Russian officials suggests Ukraine should surrender the entire Donbas region and the US should recognise Crimea as Russian, according to the Financial Times. The framework, shaped partly by Kirill Dmitriev of Russia’s sovereign fund, was conveyed to Kyiv by Trump’s special envoy Steve Witkoff.

The 28-point proposal includes severe concessions: halving Ukraine’s armed forces, abandoning key weapons systems, restricting foreign troops on Ukrainian soil, and reducing US military aid. It also urges Kyiv to recognise Russian as an official language and grant status to the Russian Orthodox Church.

A parallel Axios report said the US and other nations would recognise Crimea and Donbas as Russian territory, though Ukraine would not be required to do so. Russia would gain full de facto control of Luhansk and Donetsk, while frontline positions in Kherson and Zaporizhzhia would largely be frozen.

Ukrainian officials said the plan mirrors Kremlin “maximalist demands” and is unacceptable without major changes, though US interlocutors are reportedly pressing Moscow to clarify its terms for any negotiation.
