The Bihar power shift became clear after Deputy Chief Minister Samrat Chaudhary received control of the Home Department. This move gives him authority over law and order, marking a major Bihar power shift within the NDA government led by Nitish Kumar. For the first time in twenty years, the JDU handed this powerful ministry to its ally, increasing Samrat Chaudhary’s importance in the cabinet.

Even though the BJP now handles the Home Department, full control of police administration has not moved to them. Chief Minister Nitish Kumar still manages transfers of IAS and IPS officers, which limits complete control by the BJP.

After the cabinet swearing-in, Nitish Kumar distributed portfolios to all 26 ministers. While he gave the Home portfolio to Samrat Chaudhary, he kept the General Administration Department (GAD). This department handles transfers, promotions, and appointments of top officers. Because of this, Nitish Kumar still holds strong administrative power.

In Bihar, the Chief Minister traditionally keeps GAD, ensuring direct control over postings of IPS officers working under the Home Department. Currently, every important transfer or promotion still needs Nitish Kumar’s approval.
