According to Trump, these nations are involved not only in producing narcotics but also in manufacturing and transporting the chemicals required to make them.

Presenting his report to the U.S. Congress, Trump argued that such activities pose a direct threat to the safety and well-being of American citizens. The list of countries named includes Afghanistan, Mexico, Haiti, Colombia, Peru, Panama, Bolivia, and Burma, among others.
