For the upcoming Bihar elections, candidates must open separate bank accounts for all election expenses. These accounts will help track spending and maintain transparency. The Election Commission has directed that checkbooks be issued immediately, at least one day before candidates file their nomination papers.

According to the new rules, no outsourced agency is allowed to transport cash for third parties during elections. If caught, the money will be seized. Vehicles carrying cash must also have proper bank documents showing clear details of the funds.

The Election Commission, following the Union Finance Ministry’s Standard Operating Procedure (SOP), has instructed District Magistrates and Electoral Officers across all 38 districts to ensure strict implementation. Banks have been told to prioritize opening these accounts for candidates without delay.

This step aims to make election funding more transparent and reduce illegal cash use during campaigns. By ensuring every candidate operates through a bank account, authorities hope to keep a closer watch on expenses.
