The measures, outlined in Budget 2025 and the federal government’s new 2026–2028 Immigration Levels Plan, mark a strategic shift toward skills-driven migration. Under the new framework, Canada aims to attract highly qualified professionals in technology, healthcare, and engineering, aligning immigration with labor market needs. The move follows concerns over housing shortages and integration challenges caused by record-high migration levels in recent years. By offering simplified work permit pathways for H-1B holders and prioritizing skilled talent, Ottawa seeks to strengthen its innovation and productivity base without straining public resources.
