Prime Minister Narendra Modi inaugurated the Combined Commanders’ Conference (CCC) at the Eastern Command headquarters in Kolkata on Monday (September 15, 2025). The Combined Commanders’ Conference brings together the country’s top civil and military leadership to discuss national security priorities, strategic reforms, and operational preparedness.

The CCC serves as the apex brainstorming forum of the armed forces. This year’s edition holds special importance as it follows Operation Sindoor, which showcased joint planning and coordination between the Army, Navy, and Air Force. Moreover, the 2025 meet focuses on reforms, transformation, change, and preparedness under the theme “Year of Reforms — Transforming for the Future.”

For three days, service chiefs and senior commanders will interact with political leaders to chart out reforms in command structures, adopt faster decision-making, and strengthen cooperation across services. In addition, discussions will highlight institutional reforms, deeper integration, and modernisation of combat capabilities. Leaders also aim to sustain a high level of multi-domain readiness to tackle future threats.

Furthermore, cyber warfare, space-based assets, and artificial intelligence stand high on the agenda. The armed forces intend to embrace emerging technologies that enhance both offensive and defensive operations. Therefore, the conference provides a unique platform for decision-makers to brainstorm on these fast-evolving challenges in a joint environment.

PM Modi arrived in Kolkata on Sunday evening after completing his tour of Assam. On Monday morning, he addressed the commanders before leaving for Purnea in Bihar. Meanwhile, senior officials continued discussions in closed-door sessions. The last CCC took place in Bhopal in 2023, where leaders emphasized jointness and future-ready structures.

Ultimately, the Kolkata meet reflects India’s strategic vision for defence transformation. By focusing on innovation, integration, and readiness, the armed forces aim to remain agile, modern, and fully prepared to secure the nation in the coming decades.
