Chandigarh: The Punjab and Haryana High Court has ordered the regularisation of all teachers appointed under the Sarva Shiksha Abhiyan (SSA) who have completed more than 10 years of service as of November 14. The court ruled that the absence of sanctioned posts or a regularisation policy cannot be used to deny them regular status.
The bench directed the Union government and relevant authorities to complete the process within six weeks, warning that the teachers will be deemed “regularised” automatically if no action is taken. The decision came while hearing seven petitions filed by SSA teachers.
Justice Bansal noted that many teachers have been serving since 2005 — some for over 20 years — and were recruited through a fair, transparent process identical to regular government appointments. Since these positions were approved by the Project Approval Board and followed all required qualifications and checks, the court said the government cannot label them as irregular appointments.
The judgment also urged authorities to extend the benefit to all similarly placed teachers to avoid future litigation, asserting that the petitioners “are not backdoor entrants” and were selected through constitutionally compliant procedures.
