Centre’s integrated state and city logistics initiative in Ludhiana and Shimla

The central government has chosen Ludhiana, Shimla, and six additional cities to develop integrated logistics plans aimed at boosting operational efficiency and creating a globally competitive supply chain ecosystem. The initiative, led by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry, reflects the government’s push to modernise logistics infrastructure across India. Other selected cities include Jaipur, Indore, Patna, Visakhapatnam, Bhubaneswar, and Guwahati.

The project will evaluate existing logistics networks, identify gaps, and chart out strategies to improve efficiency while reducing transportation costs. The DPIIT plans to replicate these models nationwide to strengthen supply chain resilience and ensure smoother movement of goods.

Technical support for the programme is being provided by the Asian Development Bank (ADB) under its initiative to strengthen multimodal and integrated logistics systems. At the state level, the focus is on harmonising freight movement across industrial hubs and main transport routes. At the city level, emphasis is on urban freight and last-mile delivery to support retailers and e-commerce.

Key infrastructure upgrades will target urban roads, truck terminals, and congestion management, while digital solutions and process automation will drive smarter decision-making. The plans also integrate sustainability measures such as promoting low- and zero-emission vehicles, creating low-emission zones, and reducing noise pollution.

By fostering collaboration between the Centre, state governments, and private stakeholders, the initiative seeks to align local priorities with national logistics goals, ensuring efficient, future-ready supply chains that support India’s economic growth.
