Mizoram Governor General (Dr) Vijay Kumar Singh (Retd) underscored the deep relationship between rights and duties while addressing the Constitution Day programme at the Aizawl Bench of the Gauhati High Court on Wednesday. Observed annually on November 26, the day marks the adoption of the Indian Constitution in 1949 and serves as a reminder of the nation’s democratic foundations.
Speaking at the event, the Governor said that “rights are meaningful only when citizens know how to exercise them,” stressing that fundamental duties hold equal significance in sustaining a vibrant democracy. He added that duties become effective only when citizens clearly understand their importance in upholding constitutional values such as justice, equality and fraternity.
General Singh emphasized that Constitution Day is not just a commemoration but a “profound reminder of its enduring value and timeless relevance.” He noted that the Constitution acts as the moral and legal compass guiding India’s democratic institutions, governance systems and collective aspirations.
The Governor also highlighted the judiciary’s pivotal role in safeguarding constitutional principles. He praised the Gauhati High Court and its Aizawl Bench for their commitment to justice and legal empowerment in the region. Events like these, he said, help build public awareness about constitutional rights, promote civic responsibility and strengthen democratic culture.
Officials, judges, lawyers and students attended the event, which also included discussions on constitutional values, rights awareness and the need for citizens to remain informed and responsible participants in nation-building.
General Singh concluded by urging every citizen to honour both rights and duties, saying that responsible civic conduct forms the cornerstone of a purposeful democracy.
