NHRC Issues Notice to Railway Board Over Complaint of Only Halal Meat Being Served on Trains

The National Human Rights Commission (NHRC) has issued a notice to the Railway Board after taking suo moto cognizance of a complaint alleging that Indian Railways exclusively serves halal-certified meat in non-vegetarian meals. The complainant argued that this practice violates the rights of passengers who prefer non-halal options and adversely impacts Hindu, Sikh, and Scheduled Caste communities involved in the meat trade.

According to the NHRC, the issue raises serious constitutional concerns. The commission highlighted that Articles 14, 15, 19(1)(g), 21, and 25—relating to equality before law, prohibition of discrimination, freedom of profession, right to life with dignity, and religious freedom—may be infringed if only halal meat is mandated. It emphasized that in a secular nation, food options provided by public services must respect the dietary preferences of all communities without giving preference to any particular religious practice.

The NHRC has asked the Railway Board to submit an Action Taken Report within two weeks, detailing steps being taken to address the concern and ensure inclusive catering policies. While public debate on the issue has grown, the IRCTC has previously denied making halal certification compulsory. The commission’s intervention aims to ensure transparency and fairness in railway catering services nationwide.
