Federal agents arrested 25-year-old Luqmaan Khan after they uncovered an alleged plan to carry out a mass shooting at the University of Delaware. Police found him on November 24 while he sat in his pickup truck at a closed park. Officers searched the vehicle and discovered a loaded .357 Glock fitted to a conversion kit that turned it into a semi-automatic rifle. They also recovered several high-capacity magazines, an armoured plate, and a notebook that outlined attack plans.
The handwritten manifesto detailed weapons, assault tactics, and ways to avoid law-enforcement detection. It included a building layout labelled “UD Police Station” and repeated phrases like “kill all” and “martyrdom.” Khan reportedly told officers that achieving martyrdom was “one of the greatest things you can do.”
The FBI later searched his Wilmington home and seized an AR-style rifle, another Glock pistol modified into a fully automatic machine gun, 11 extended magazines, hollow-point rounds, and a bulletproof vest. None of the firearms were registered.
Khan, originally from Pakistan but a long-time U.S. resident, now faces a federal charge for illegal machine-gun possession. He remains in custody while the FBI continues its investigation.
