The court noted that more than 49,000 certificates were still pending. Judges said such delays weaken financial transparency. They also referred to audit findings by the Comptroller and Auditor General.

The bench directed the Bihar government to submit all details within two months. The court wants clear proof of spending and proper documentation.

Petitioners also demanded an independent probe into the matter. They said public money must remain protected at all costs.

The court will hear the case again after two months. It will then review the government’s reply and decide the next steps.
