S-400 Deal Under Spotlight: India’s New Emergency Procurement Rule Sparks Big Questions Amid Putin Visit

India has introduced a major change in its defence procurement policy, adding suspense around delayed weapon deliveries—including the Russia-made S-400 air defence system. Under the new rule, any weapon bought through the emergency clause must be delivered within one year, or the deal will be cancelled.

The change comes ahead of Russian President Vladimir Putin’s India visit. India signed a 5-squadron S-400 deal with Russia in 2018, but only three squadrons have been delivered due to the Ukraine war.

Defence Secretary Rajesh Kumar Singh clarified that the S-400 agreement does not fall under the emergency clause, so cancellation is not on the table. However, he confirmed India will seek a clear timeline from Russia during Putin’s visit on December 5.

Singh said the strict delivery rule was needed because several emergency contracts—signed during tensions with China—are still pending. The new policy applies to all countries and companies, ensuring timely supply.

He also noted delays in deliveries from Russia, Israel, and even the US company GE, showing the issue is global, not limited to Indian suppliers.
