Speakers at the 25th National Congress of the Communist Party of India (CPI) in Punjab strongly demanded a White Paper on flood-relief measures, fund allocation, and disaster management. They argued that the current relief steps were inadequate and lacked transparency. The demand for a White Paper on flood relief came up repeatedly during the discussions.

CPI general secretary D Raja said that India was facing threats to democracy, secularism, social justice, and other basic values. Senior leaders such as Amarjeet Kaur, Nagendra Nath Ojha, PM Murthy, Hardev Singh Arshi, Mohammad Salim, Devi Kumari Sarhali Kalan, and Danesh led various sessions. Delegates passed key resolutions after deep debate.

One major resolution accused both the Centre and the Punjab Government of neglecting irrigation and drainage systems. The Centre’s relief package of ₹1,600 crore was called an “insult” compared to losses of over ₹25,000 crore. CPI demanded immediate expanded relief, with ₹1 lakh direct aid to each affected family, including labourers and small traders.

Other resolutions rejected government claims on GST reforms and condemned US support for Israel in Gaza. The CPI urged India to stand firmly for Palestine at the UN.
