The Election Commission of Bihar took strict action in this case. The <strong data-start="526" data-end="573">Bhabhua Municipal Council President Removed</strong> order was issued against chief councillor Vikas Kumar Tiwari. He was declared ineligible to hold the post.</p>
<p data-start="684" data-end="900">The commission found that he violated the two-child rule under the Bihar Municipal Act, 2007. This rule stops candidates from contesting local elections if they have more than two children born after April 4, 2008.</p>
<p data-start="902" data-end="1177">A complaint was filed by a former councillor. It said Tiwari hid details about his children in his nomination papers. The constable, posted in Katihar, wrote an emotional complaint describing the hardships faced during duty.</p>
<p>In the Bihar Police woman constable letter to Human Rights Commission, she alleged that constables and havildars are often transported in prison vans like prisoners while moving from one district to another. According to her, this practice causes physical and mental stress to police staff.</p>
<p>The letter also raised concerns about pregnant women constables. She said closed vehicles often lack proper ventilation, which may harm pregnant officers and their unborn babies.</p>
<p>The constable further accused the police department’s transport branch of corruption and poor management. She claimed that senior officials enjoy comfortable vehicles and facilities, while field staff struggle without basic support.</p>
<p>After receiving the complaint, the Human Rights Commission forwarded the matter to the bench for necessary action. Copies of the letter were also sent to several top authorities for review.</p>

<p>Muslim voters play a crucial role in around 50–70 constituencies. This influence makes every party keen to attract them, but ticket distribution often remains limited. Historically, Muslims backed Congress, but dissatisfaction over governance led many to shift towards RJD, JD(U), and at times BJP<a href="https://www.indiapodcast.com/punjab-starts-special-intensive-revision-of-voter-lists/">.</a></p>
<p>The Bhagalpur riots of 1989 pushed Muslims further away from Congress, reshaping Bihar’s politics. Leaders like Syed Shahnawaz Hussain once gave BJP a Muslim face, but overall representation continued to fall. In the current Assembly, only 19 MLAs are Muslims, far below their population share.</p>
<p>Experts note that despite being a decisive vote bank, Muslims are not offered proportionate tickets. Even reserved seats are underutilized for Muslim candidates. Activists argue that until fair participation is ensured, the community will remain politically marginalized. This gap between numbers and power is now a major debate ahead of Bihar elections.</p>

Nearly 70% of RJD leaders were defeated, showing a clear shift in the state’s politics. Nitish Kumar became the Chief Minister, and this result reshaped Bihar’s political landscape.</p>
<p>In February 2005, Bihar witnessed a hung assembly. No party could form a stable government, which led to President’s Rule for about 262 days. Later, in October 2005, re-elections gave the NDA a clear majority, bringing an end to instability.</p>
<p>On 24 November 2005, Nitish Kumar took oath as Chief Minister, while Rabri Devi of RJD became the Leader of Opposition. The public was tired of corruption, poor law and order, unemployment, and migration during the Lalu-Rabri era. Nitish’s promise of good governance and simple style appealed to the masses.</p>
<p>His Nyay Yatra across districts like Champaran and Kishanganj connected him with common people. In the re-election, NDA secured 143 seats with 36% votes, while RJD and Congress faced heavy losses. This mandate ended 15 years of Lalu-Rabri rule and gave Bihar a new political direction under Nitish Kumar.</p>

The Urban Development Department issued a show-cause notice under Section 67K of the Bihar Municipal Act 2007. She has seven days to respond. If her reply is not convincing, the state government can act under Section 68(2). This law allows the government to transfer the Mayor’s rights to the Deputy Mayor or another officer.</p>
<p data-start="574" data-end="795">Investigators claim the Mayor ignored departmental orders. She allegedly tried to push proposals 123, 124, and 125 in a municipal board meeting despite restrictions. These actions were called irregular and unauthorized.</p>
<p data-start="797" data-end="1049">Urban Commissioner Animesh Parashar reported the issue. A two-member inquiry team was then formed. Councillors Vinay Kumar Pappu, Geeta Devi, Dr. Aashish Sinha, and Dr. Indresh Chandra also filed complaints. They accused the Mayor of bypassing rules.</p>
<p data-start="1051" data-end="1275">The notice said she called the board’s 8th meeting without proper authority. It also mentioned that agenda papers for the February 11 meeting were opened early, raising doubts. If charges hold, her powers could shift soon.</p>

<p>Speaking to the media, Ramkripal praised Prime Minister Narendra Modi and Bihar Chief Minister Nitish Kumar for their governance and development work. He highlighted progress in education, healthcare, women’s empowerment, security, and jobs, expressing confidence that the NDA would win the next elections with a big majority.</p>
<p>Ramkripal stressed that although Lalu Prasad Yadav maintained ties with Congress, he never allowed the party to dominate RJD. In contrast, Tejashwi has allegedly surrendered completely to Rahul Gandhi. He accused him of flattery and of supporting leaders like Stalin and Reddy, who, he claimed, insulted Biharis<a href="https://www.indiapodcast.com">.</a></p>
<p>He also reminded that voters in Pataliputra rejected Lalu’s daughter Misa Bharti, proving that Bihar’s people know who delivers results. According to him, Rahul Gandhi cannot be trusted with constitutional institutions and misleads citizens by criticizing India abroad.</p>
<p>Ramkripal concluded that Tejashwi’s excessive praise of Rahul Gandhi is hurting RJD supporters, while the NDA’s proven record will continue to win trust in Bihar.</p>

										<content:encoded><![CDATA[<p>Twenty years after independence, <a href="https://en.wikipedia.org/wiki/Bihar">Bihar</a> saw its first backward-class Chief Minister, Satish Prasad Singh. But his journey in power ended in just five days. He resigned, creating history as the shortest-serving CM of Bihar. The rise and fall of Singh highlighted how caste has always influenced Bihar politics.</p>
<p>Backward and extremely backward communities hold a strong voice in Bihar. They form a large part of the population and decide electoral results. Yet, for almost two decades after 1947, the CM’s post went only to forward castes. This changed briefly in 1968, when Satish Prasad Singh became the first backward-class Chief Minister. But his government lasted only five days, showing the deep-rooted power imbalance<a href="https://www.indiapodcast.com">.</a></p>
<p>After independence, Shri Krishna Singh from the Bhumihar caste served as Bihar’s first CM until 1961. He was followed by Binodanand Jha, a Maithil Brahmin. Later, Krishna Ballabh Sahay and Mahamaya Prasad Sinha, both Kayasthas, took charge. These leaders came from forward castes, keeping backward communities away from the top post for years.</p>
<p>Singh’s brief tenure opened the way for future backward-class leaders, shaping the social justice narrative in Bihar politics.</p>
