The administration made it clear that court case disposal deadlines enforced will remain a top priority, and it will not tolerate negligence or indifference by COs, DCLRs, and ACs.</p>
<p>The Revenue and Land Reforms Department reviewed pending cases and found serious delays in several districts. Many cases remained unresolved beyond the prescribed time limits, which caused hardship for citizens.</p>
<p>The department has now ordered all officers to follow fixed timelines. Simple land mutation and entry cases must be completed within 35 to 75 days. Dispute-related cases should be resolved within 90 days.</p>
<p>Officials must conduct weekly reviews and update records regularly on the RCMS and BiharBhumi portals. The department also directed officers to ensure fair hearings and timely decisions to restore public trust.</p>

<p>The government says Bihar land reforms face delays mainly due to unreadable land papers. Many landowners struggle during mutation, surveys, and ownership verification because officials and citizens cannot understand old records.</p>
<p>Deputy Chief Minister Vijay Kumar Sinha said the revenue and land reforms department will train experts in Kaithi script. These experts will help translate old documents at affordable costs. This step will reduce disputes and speed up land-related services.</p>

He said the state government wants to remove delays and bring transparency to land-related services. Bihar land mapping will end till 31st March under a fixed timeline to benefit landowners.</p>
<p>The Chief Minister said all pending land mapping applications will be cleared through a special drive. The government plans to finish old cases first so that people do not face repeated visits to offices.</p>
<p>Nitish Kumar added that from April 1, land measurement for undisputed plots will be completed within seven working days after fee payment. For disputed land, the process will finish within eleven working days. This step aims to reduce long waiting periods.</p>
<p>He also directed officials to upload land measurement reports on the portal within 14 days. This will help people access records online without delay.</p>
<p>The Chief Minister asked the department to ensure enough staff and proper monitoring. He also invited public suggestions to improve the system further.</p>

<p>Sinha spoke in a stern tone and made it clear that delays and mistakes in land mutation and measurement will no longer be tolerated. He warned that officials who deliberately create land disputes will face strict action. He also said that employees who support such fraud will not be spared under any circumstances.</p>
<p>The programme focused on solving land issues faced by tenant farmers. Sinha listened to complaints from Patna district residents at his official residence and ordered immediate resolution of genuine cases.</p>
<p>During the dialogue, a revenue official began trembling while answering questions. Sinha said all pending land problems must be solved within 15 days, leaving no room for excuses in the future.</p>
<p>In one case, Dr. Vivek Bikram of Sampatchak said his land mutation request in Bhogipur had remained pending for five months. He claimed the Circle Officer refused registration despite repeated appeals. Sinha reprimanded the CO over the phone and sought an explanation.</p>
<p>Sinha advised citizens to first complain at the lowest level and keep receipts safely. If ignored, they should approach higher authorities. He assured action against negligent officials from top to bottom.</p>
