The government has now defined the terms “competent court” and “pending case.” These rules aim to make land mutation in Bihar faster and more transparent.

Competent courts include civil courts, the High Court, the Supreme Court, and approved tribunals. A case counts as pending only after a court accepts it and issues notices or a stay order.

Officials must process mutation requests if no such court order exists. The new rules aim to reduce delays and help property buyers complete legal work quickly.

Officials reviewed market values in different areas before finalising the new rates. In many urban locations, circle rates may increase sharply. Premium areas are likely to see a bigger hike compared to semi-urban and rural regions.

Authorities say this is one of the biggest revisions in recent years. The updated Minimum Value Rates (MVR) aim to reduce the gap between official land prices and actual market transactions.

Many property buyers are now rushing to complete registrations before March 31 to avoid higher charges. After April 1, stamp duty and registration costs will rise based on the revised circle rates.

Applicants must first log in to the official registration portal. They need to enter details such as district, circle, police station, mauja name, khata number, plot number, land area, boundary details, jamabandi information, land type, and names of both buyer and seller.

Revenue officials will check the submitted information within 10 days. The system will send updates through SMS. If officials do not raise any objection within the given time, the registration process will move forward.

The new system aims to make land registration faster, safer, and more reliable across Bihar.

The Prohibition, Excise and Registration Department has asked District Valuation Committees in all districts to review the Minimum Value Rate (MVR). These committees work under the District Magistrates. They will study current market prices and submit their reports to the government.

The review will cover both rural and urban areas. Bihar land registration rates in rural areas have not changed since 2013. In cities, the last revision happened in 2016. During this time, actual market prices have increased many times.

Officials say a wide gap now exists between real market value and government rates, especially in developed areas and along major roads. This gap affects stamp duty and registration revenue.

Land will be classified in detail. Rural land categories include commercial, residential, industrial, irrigated, unirrigated, and sandy or rocky land. Urban areas will be divided based on main roads, branch roads, residential streets, and industrial use.

Once revised, higher MVRs will increase government revenue from registration and stamp duty.
