										<content:encoded><![CDATA[<p data-start="252" data-end="528">The Election Commission of India (ECI) has distributed over 37 crore voter forms across 12 states and Union Territories under Phase II of the Special Intensive Revision (SIR). The Commission printed 50.69 crore forms, completing 99.41 per cent of the target, officials said.</p>
<p data-start="530" data-end="813">Lakshadweep and Goa completed nearly 100 per cent distribution. Puducherry and the Andaman and Nicobar Islands achieved more than 89 per cent coverage. Gujarat and Tamil Nadu distributed millions of forms efficiently. West Bengal, going for polls, distributed over 6.8 crore forms.</p>
<p data-start="815" data-end="1177">Uttar Pradesh distributed 10.8 crore forms, covering nearly 70 per cent of its voters. Madhya Pradesh reached 53 per cent coverage, and Rajasthan 70 per cent. More than 5.33 lakh Booth Level Officers (BLOs) and 7.64 lakh Booth Level Agents (BLAs) are reaching voters across the country. <p data-start="1179" data-end="1501">The second phase of Bihar Assembly elections ended peacefully with 68.79 per cent turnout. The average turnout for both phases reached 66.9 per cent, 9.6 per cent higher than the last election. 										<content:encoded><![CDATA[<p data-start="274" data-end="704">The Election Commission of India (ECI), through the <strong data-start="326" data-end="371">Chief Electoral Office (CEO), West Bengal</strong>, has launched the <strong data-start="390" data-end="426">Special Intensive Revision (SIR)</strong> of electoral rolls. As of November 11, more than <strong data-start="476" data-end="508">6.56 crore enumeration forms&#8211;</strong>around <strong data-start="516" data-end="536">85% of the total&#8211;</strong>have been distributed across the state. The process ensures the voter list is accurate and updated, with the <strong data-start="646" data-end="701">final electoral roll scheduled for February 7, 2026</strong>.</p>
<p data-start="706" data-end="1132">Eligible voters must be <strong data-start="730" data-end="749">Indian citizens</strong>, at least <strong data-start="760" data-end="798">18 years old as of January 1, 2026</strong>, and permanent residents of their constituency. Names may be excluded if a voter has <strong data-start="884" data-end="897">relocated</strong>, <strong data-start="899" data-end="924">lacks valid documents</strong>, or was mistakenly included earlier. Senior officials clarify that this exercise is <strong data-start="1009" data-end="1041">constitutional and mandatory</strong>, not discretionary, and is carried out under <strong data-start="1087" data-end="1102">Article 324</strong> of the Indian Constitution.</p>

<p data-start="1562" data-end="1940">If your name is excluded, there is no need to panic. Citizens can <strong data-start="1628" data-end="1682">appeal to the Electoral Registration Officer (ERO)</strong>, then to the <strong data-start="1696" data-end="1731">District Election Officer (DEO)</strong>, and finally to the <strong data-start="1752" data-end="1785">Chief Electoral Officer (CEO)</strong>. During the claims and objections period, new voters can register, and existing voters can request corrections before the final voter list is published.</p>

Called the “Mother of all apps,” ECI Net combines over <strong data-start="506" data-end="534">40 election-related apps</strong> into a single interface to simplify workflows and improve transparency.</p>
<p data-start="610" data-end="943">The platform connects all election stakeholders, from <strong data-start="664" data-end="695">Booth Level Officers (BLOs)</strong> to <strong data-start="699" data-end="734">Chief Electoral Officers (CEOs)</strong>. It provides <strong data-start="748" data-end="772">real-time monitoring</strong> of voter registration, polling arrangements, and counting, while also offering citizens a direct way to reach their BLOs through the <strong data-start="906" data-end="929">1950 Voter Helpline</strong> or the app.</p>
<p data-start="945" data-end="1327">ECI Net ensures <strong data-start="961" data-end="978">data security</strong> with advanced encryption and access controls and reduces errors by consolidating multiple election tools into one system. The platform currently links <strong data-start="1130" data-end="1145">90,712 BLOs</strong>, <strong data-start="1147" data-end="1193">243 Electoral Registration Officers (EROs)</strong>, and <strong data-start="1199" data-end="1239">38 District Election Officers (DEOs)</strong>. Citizens can dial <strong data-start="1259" data-end="1282">+91 [STD Code] 1950</strong> to contact their local election officials.</p>
<p data-start="1329" data-end="1638">Bihar will serve as the <strong data-start="1353" data-end="1368">pilot state</strong> for ECI Net, with plans for a nationwide rollout once testing is complete. Chief Election Commissioner <strong data-start="1472" data-end="1489">Gyanesh Kumar</strong> also announced that <strong data-start="1510" data-end="1592">postal ballots will now be counted before the last two rounds of vote counting</strong>, strengthening transparency in the process.</p>
<p data-start="1640" data-end="1847">ECI Net represents a major step towards a <strong data-start="1682" data-end="1742">tech-driven, transparent, and efficient electoral system</strong>, connecting every election official digitally and ensuring every vote is counted securely and on time.</p>
