										<content:encoded><![CDATA[<p data-start="293" data-end="586"><strong data-start="328" data-end="362">Kataria reviews night shelters</strong> across Chandigarh as cold wave conditions intensify. Punjab Governor and Chandigarh Administrator Gulab Chand Kataria inspected facilities to ensure proper arrangements for the homeless and needy during harsh winter nights.</p>
<p data-start="588" data-end="831">During his visit, Kataria inspected night shelters at GMSH Sector 32, GMSH Sector 16, PGIMER Sector 12, and the ISBT in Sector 17. He personally checked bedding, blankets, drinking water, lighting, sanitation, and cleanliness at each location.</p>
<p data-start="833" data-end="1140">Moreover, Kataria directed the Chandigarh Administration and the Senior Superintendent of Police to speed up blanket distribution for homeless persons exposed to extreme cold. He also interacted with on-duty officials and stressed that dignity, safety, and comfort must remain central to shelter operations.</p>
<p data-start="1142" data-end="1442">Highlighting social responsibility, the Administrator said protecting vulnerable citizens remains a top priority. Therefore, he asked officials to conduct regular monitoring of shelter occupancy and upkeep. He further urged better coordination among civic bodies, hospitals, and social organisations.</p>
<p data-start="1444" data-end="1703">Meanwhile, the Municipal Corporation Chandigarh has established temporary waterproof night shelters across the city. These shelters offer cushioned carpets, quilts, mattresses, pillows, blankets, electricity, drinking water, toilets, and fire safety measures.</p>
<p data-start="1705" data-end="1834">As a result, the administration aims to ensure that no homeless person remains without protection during the severe winter spell.</p>

<p data-start="812" data-end="1127">The Deputy Commissioner praised the new speed-calming features. He also appreciated the road signage updates that now follow national standards. Moreover, he asked the Engineering Department to speed up kerb-raising work. He instructed teams to repaint zebra crossings quickly and prune trees to improve visibility.</p>
<p data-start="1129" data-end="1482">Furthermore, he ordered a special anti-encroachment drive. The drive will cover the roads from PEC to Khudda Alisher and from PGI to Khudda Lahora. Civil Defence Volunteers will support this effort. They will guide pedestrians, manage traffic during rush hours, and help police clear bottlenecks. They will also stop unauthorised vendors from returning.</p>
<p data-start="1484" data-end="1608">In addition, officials reviewed the new Traffic Police Assistance Booth. The structure will be ready by the end of December.</p>
<p data-start="1610" data-end="1912">The Deputy Commissioner also directed the Health Department to speed up the EDAR emergency system. With this system, medical teams can respond faster, coordinate better, and evacuate victims quickly. It will also ensure free treatment for accident victims and strengthen Chandigarh’s road safety setup.</p>

										<content:encoded><![CDATA[<p data-start="734" data-end="1070">The Punjab Rights Resources Dispute escalated on Tuesday as Chief Minister Bhagwant Singh Mann warned neighbouring states against efforts to take Punjab’s assets. The Punjab Rights Resources Dispute became sharper after Mann accused Haryana, Rajasthan and Himachal Pradesh of trying to snatch water, power and administrative rights.</p>
<p data-start="1072" data-end="1380">Mann said his firm stand during the Northern Zonal Council meeting forced the Union Home Minister to defer all 11 Punjab-related items. He rejected Haryana’s demands on the Sutlej-Yamuna Link (SYL) Canal, mini hydel projects on the Bhakra Main Line and accreditation of Haryana colleges to Panjab University.</p>
<p data-start="1382" data-end="1686">He also opposed Rajasthan’s proposal to appoint a full-time member on the Bhakra Beas Management Board. Mann argued that Punjab cannot spare any water and suggested converting the SYL to the Yamuna-Sutlej Link by diverting Yamuna waters to Haryana. He also called for a review of the Indus Waters Treaty.</p>
<p data-start="1688" data-end="1884">Mann demanded the return of Chandigarh to Punjab and elections to the Panjab University Senate. He flagged concerns over UT-cadre DANICS officers taking key posts in the Chandigarh Administration.</p>
<p data-start="1886" data-end="2047">He said Punjab would not allow “stepmotherly treatment” and urged the Centre to protect the state’s rights, including staffing ratios and control over headworks.</p>
