The Union Home Ministry has clarified that no bill related to Chandigarh is being brought in the upcoming winter session of Parliament, countering widespread speculation and political uproar in Punjab. The ministry said the proposal under discussion only aims to simplify the process of lawmaking for Chandigarh, and no final decision has been taken.

The MHA stressed that the proposal does not intend to alter Chandigarh’s existing governance structure or affect its traditional ties with Punjab and Haryana. It also appealed to citizens not to panic, assuring that any decision would be taken only after consultations with all stakeholders.

Controversy erupted after reports suggested that the Centre may include Chandigarh under Article 240, enabling the President to frame laws directly for Union Territories. Political parties in Punjab—AAP, Congress and SAD—criticised the move, calling it an attack on Punjab’s administrative rights.

Punjab CM Bhagwant Mann and AAP chief Arvind Kejriwal accused the Centre of attempting to weaken Punjab’s authority over Chandigarh. Meanwhile, BJP leaders termed the backlash politically motivated and assured that Punjab’s interests would be protected.

The MHA’s clarification is expected to ease tensions, though political debate is likely to continue.
