According to the report, Uttarakhand has witnessed a disturbing pattern of communal targeting, forced displacement, and social exclusion of Muslim residents. APCR said these incidents do not appear isolated but form part of a wider and systematic trend.

The fact-finding team included lawyers, former bureaucrats, journalists, and human rights activists. They documented multiple cases of violence, intimidation, and economic boycotts. The report titled “Excluded, Targeted, & Displaced: Communal Narratives and Violence in Uttarakhand” warned of a growing climate of fear.

Moreover, APCR accused political narratives of fuelling communal tension. It said “hate politics” has normalised discrimination and weakened constitutional protections meant to safeguard minorities. The organisation expressed concern over shrinking civic space and selective law enforcement.

The report also highlighted incidents where Muslim families allegedly faced eviction threats and social isolation. In some areas, victims reportedly struggled to access justice and administrative support.

Meanwhile, APCR urged authorities to uphold constitutional values and act firmly against communal violence. It called for impartial investigations, protection of minority rights, and accountability for hate-driven crimes.

The organisation stressed that preserving social harmony requires political restraint, strong institutions, and equal treatment under the law.
