In Muzaffarpur alone, nearly two and a half dozen drowning cases are pending. Families visit government offices every week, hoping for relief. However, middlemen approach them and promise quick payment in exchange for a cut. This has added more pain to families already facing emotional loss.

Simple issues like late post-mortem reports, delayed police paperwork, and pending death certificates are stopping payments. According to social workers, these delays often lead to protests and road blockades, forcing officials to release compensation quickly in some cases.

Officials say victims should contact the office directly instead of trusting middlemen. They claim that many cases were recently cleared and that remaining cases will be processed soon.

Families, however, continue to wait for the help they were promised, hoping the system will work fairly and quickly.
