Senior Congress leader Nawang Rigzin Jora stated that the police did not follow basic crowd-control procedures. He said officers ignored standard steps like tear gas and lathi charge, and fired directly on civilians. According to him, Section 149 of the Bharatiya Nagarik Suraksha Sanhita requires clear authorisation from the on-duty magistrate before firing, but that approval never came.

The memorandum also mentioned unlawful detentions and procedural violations during the protests. Congress urged the commission to examine every incident linked to the deaths of four civilians.

The panel now faces pressure to determine whether officers acted outside the law. Residents and political groups are watching the inquiry closely and demanding fair action. The findings are expected to shape future policing norms in Ladakh.
