The Election Commission has started testing its new online app, ECINet, for polling officials in the Bihar Assembly elections. This key phrase highlights the digital shift in Bihar elections. The app combines 40 mobile and web tools, helping officers record and share voter turnout data smoothly. Earlier, each task needed a separate app, but now ECINet merges them all — from Voter Helpline to c-Vigil — making election work easier and faster.

With ECINet, citizens can check Bihar Assembly elections voter turnout every two hours on Election Day. This transparency helps avoid delays and builds trust. Only authorized officers will upload the data to ensure accuracy. The Commission launched this platform after public criticism for slow updates in previous polls. Over 55 million downloads from older apps show how vital this upgrade is for Bihar’s digital democracy.

Called the “Mother of all apps,” ECI Net combines over 40 election-related apps into a single interface to simplify workflows and improve transparency.

The platform connects all election stakeholders, from Booth Level Officers (BLOs) to Chief Electoral Officers (CEOs). It provides real-time monitoring of voter registration, polling arrangements, and counting, while also offering citizens a direct way to reach their BLOs through the 1950 Voter Helpline or the app.

ECI Net ensures data security with advanced encryption and access controls and reduces errors by consolidating multiple election tools into one system. The platform currently links 90,712 BLOs, 243 Electoral Registration Officers (EROs), and 38 District Election Officers (DEOs).
Bihar will serve as the pilot state for ECI Net, with plans for a nationwide rollout once testing is complete. Chief Election Commissioner Gyanesh Kumar also announced that postal ballots will now be counted before the last two rounds of vote counting, strengthening transparency in the process.

ECI Net represents a major step towards a tech-driven, transparent, and efficient electoral system, connecting every election official digitally and ensuring every vote is counted securely and on time.
