The Survey flagged concerns over the long-term fiscal impact of such programmes.</p>
<p data-start="644" data-end="962">According to the Survey, total spending on unconditional cash transfer (UCT) schemes during the 2025-26 financial year is estimated at around ₹1.7 lakh crore. <strong data-start="803" data-end="866">Unconditional cash transfers putting State finances at risk</strong> was noted as a key challenge, especially as several States continue to expand welfare coverage.</p>
<p data-start="964" data-end="1249">The Survey pointed out that a large share of UCT spending targets women-centric schemes. While these programmes improve financial security and social outcomes, the report cautioned that unchecked expansion could limit States’ ability to invest in infrastructure, health, and education.</p>
<p data-start="1251" data-end="1447">It said many States are funding cash transfers through higher borrowings or by cutting capital expenditure. This trend, the Survey noted, may weaken long-term economic growth and fiscal stability.</p>
<p data-start="1449" data-end="1642">The Survey called for better targeting of beneficiaries and stronger monitoring of outcomes. It also suggested aligning welfare spending with revenue capacity to avoid structural fiscal stress.</p>
<p data-start="1644" data-end="1875">Economists quoted in the report said cash transfers should complement, not replace, productive public investment. A balanced approach, the Survey concluded, is essential to protect State finances while supporting vulnerable groups.</p>

The event was planned to support Chief Minister Revanth Reddy’s aim of building a three-trillion-dollar economy by 2047. Massive investor participation was seen, and agreements with global companies indicated fresh economic momentum.</p>
<p data-start="697" data-end="1073">Record investments of ₹5.75 lakh crore were confirmed during the summit. Delegates from many countries and leading industries visited Hyderabad and joined hands with the government. Unlike routine visits to Davos, international companies were invited directly to Telangana, and a strong response was received. This approach strengthened confidence in the <em data-start="1052" data-end="1065">Rising-2047</em> vision.</p>

The state government has started work to reopen closed mills and build new ones. On Monday, Chief Secretary Pratyay Amrit asked the Sugarcane Industry Department for a detailed report on all Sugar Mills in Bihar. He also reviewed plans for new mills.</p>
<p>A high-level committee met under his leadership to discuss the revival of old mills and the setup of new ones. Principal Secretary Narmadeshwar Lal gave a full presentation on the current status of operating and closed mills.</p>
<p>The Chief Secretary instructed officials to study all documents related to old and newly opened mills. He asked the department to prepare a clear and accurate report before the next review meeting.</p>
<p>This committee was formed after a key cabinet decision to strengthen the sugarcane industry. Its main goal is to create policies that help set up new mills and restart closed ones. With this, farmers can earn more, and more jobs can be created in the state.</p>
<p>Sugarcane Commissioner Anil Kumar Jha and senior officials from Industries, Cooperatives, and Agriculture attended the meeting.</p>

The event was organised at the Future City campus spread across 100 acres in Maheshwaram, Rangareddy district. Senior leaders, ministers, public representatives and global delegates attended the opening session.</p>
<p data-start="639" data-end="947">Representatives from <strong data-start="660" data-end="676">44 countries</strong> and over <strong data-start="686" data-end="716">2,000 distinguished guests</strong> were present. The summit venue was designed with modern facilities to host discussions on development and investment. Several international organisations and business leaders joined the event to explore opportunities in Telangana.</p>
<p data-start="949" data-end="1250">Before the official inauguration, Chief Minister <strong data-start="998" data-end="1015">Revanth Reddy</strong> unveiled the digital statue of Telangana Thalli. He also reviewed the stalls set up across the venue and offered suggestions to officials.
