The RBI dividend to government may increase this year as global tensions continue to affect the economy. The Reserve Bank of India is expected to transfer a larger surplus to the central government, giving it extra financial support. Officials say the RBI dividend to government could cross ₹3 lakh crore, higher than last year’s record payout.

The RBI board will soon meet to finalise the surplus transfer. Last year, the central bank paid ₹2.68 lakh crore to the government, the highest amount ever transferred. Economists believe this year’s payout could be about 20% higher.

A bigger dividend would help the government manage rising spending pressures. Global tensions in West Asia have made crude oil prices volatile, increasing the risk of imported inflation.

Experts say the additional funds could help the government maintain welfare schemes, infrastructure spending, and fiscal stability during uncertain global conditions.

The Survey flagged concerns over the long-term fiscal impact of such programmes.

According to the Survey, total spending on unconditional cash transfer (UCT) schemes during the 2025-26 financial year is estimated at around ₹1.7 lakh crore. Unconditional cash transfers putting State finances at risk was noted as a key challenge, especially as several States continue to expand welfare coverage.

The Survey pointed out that a large share of UCT spending targets women-centric schemes. While these programmes improve financial security and social outcomes, the report cautioned that unchecked expansion could limit States’ ability to invest in infrastructure, health, and education.

It said many States are funding cash transfers through higher borrowings or by cutting capital expenditure. This trend, the Survey noted, may weaken long-term economic growth and fiscal stability.

The Survey called for better targeting of beneficiaries and stronger monitoring of outcomes. It also suggested aligning welfare spending with revenue capacity to avoid structural fiscal stress.

Economists quoted in the report said cash transfers should complement, not replace, productive public investment. A balanced approach, the Survey concluded, is essential to protect State finances while supporting vulnerable groups.

Leader of the Opposition R. Ashoka on Wednesday attacked Chief Minister Siddaramaiah over rising government borrowings. He labelled Siddaramaiah the “Biggest Borrowing CM” while criticising the Congress-led administration. Ashoka said long years in office mattered less than the financial legacy left behind.

Highlighting fiscal concerns, Ashoka pointed to plans to borrow ₹93,000 crore during the January–March quarter. He said such borrowing reflected panic-driven financial management. According to him, the state faced a deep fiscal imbalance caused by weak planning.

Ashoka alleged that fresh loans were taken to repay older debts. He also claimed funds were being used to sustain guarantee schemes. He described the schemes as financially unsustainable. Ashoka said cash flow problems had emerged due to policy failures.

The opposition leader warned that history would judge Siddaramaiah on economic outcomes, not tenure. He said Karnataka was being burdened with massive debt. Ashoka claimed inefficiency had become visible across governance. He added that future generations would bear the consequences of current decisions. The Congress government has not responded to the allegations so far.

India’s rapid rise from the world’s 10th to 4th largest economy in a decade shows its global strength and steady growth. Speaking at the Kotak International India Insight Summit in New York, Kotak Mahindra AMC Managing Director Nilesh Shah said India’s GDP could cross $4 trillion by 2025.

Shah credited strong domestic consumption, a vibrant services sector, and expanding manufacturing for the country’s progress. He noted that even with a per capita income of just $2,940, India contributes nearly 10% to global growth and 18% on a purchasing power parity basis. “India is the engine of the global growth train,” he said, highlighting the nation’s growing influence.

India’s equity markets have grown 13.7% annually since 2020, outpacing most emerging markets. Shah also praised the government’s fiscal discipline. He pointed out that India reduced its debt-to-GDP ratio even after the pandemic — a rare feat among major economies.

He added that India’s open economy and easy access for global investors strengthen its global standing. With tech giants like Meta, Google, and Amazon operating freely, India is emerging as an innovation-driven leader powering the next phase of world growth.

The loans are mainly used to manage short-term needs rather than long-term recovery. Islamabad’s repeated failure to implement reforms has worsened fiscal vulnerabilities. IMF funds have become routine lifelines rather than exceptional support.

The report highlighted inconsistencies in Pakistan’s trade and revenue data. Revenue collection fell short by 1.2 trillion rupees, while import figures showed an $11 billion discrepancy over two fiscal years. The IMF has demanded corrective measures and transparency to restore investor confidence. Authorities hesitated to revise historical data due to concerns over growth and exports.

Debt obligations already exceed $7 billion, with external debt at 35.1% of GDP. Pakistan spends nearly 30% of export earnings on debt servicing. Exports remain stagnant, while imports exceed 22% of GDP. Short-term borrowing continues, locking the country in dependency.

Governance and revenue reforms have achieved limited results. The World Bank’s $20 billion programme supports energy, education, and infrastructure but falls short of annual debt requirements. Analysts argue that Pakistan must implement structural reforms to escape the cycle of IMF dependency.
