The Punjab CM Mann compensation rollout aims to support affected households with dignity and urgency.

Bhagwant Singh Mann said he had personally witnessed the suffering during his visits to flood-hit areas. He reminded people that the state government stands firmly with every family in this hour of pain. Mann praised social and religious groups for their relief work and applauded the resilience of Punjabis who continue to rise stronger after every crisis.

The Chief Minister announced ₹1.20 lakh for each fully damaged house and confirmed that 8,056 damaged homes belong to Gurdaspur district alone. He said that the state has already released the first installment of ₹70,000 and the remaining installments will follow quickly. He added that MGNREGA will provide 90 days of employment to beneficiaries rebuilding their homes.

Mann criticized the Centre for withholding the promised ₹1,600 crore flood-relief package. He said Punjab suffered losses worth ₹13,500 crore but still contributed 150 lakh tonnes of paddy to the national pool.

He also listed major reforms in jobs, education, sports and drug-control efforts.

A Bench of Chief Justice Sheel Nagu and Justice Sanjiv Berry stressed that relief work must come first. They said officials should not waste time drafting replies while rescue teams are active on the ground. The court allowed six weeks for the affidavit.

The judges noted that government bodies, private groups, the Army, and disaster relief teams are working hard in flood-hit areas. They asked petitioners not to create hurdles during operations.

State Advocate-General MS Bedi said the Supreme Court already took note of the floods and is hearing a similar case.

One petition came from Shubham, a lawyer from Fazilka. He sought timely relief, health safeguards, floodplain zoning, and audits of flood-control structures. He also requested a court-monitored committee for oversight.

Another lawyer, Angrej Singh, argued that Punjab failed in its legal duties and coordination. He later withdrew his plea to move the Supreme Court. Other petitions remain listed for October 28.

He said Punjab has long ensured India’s food security and economic strength, yet the state now faces its worst floods in four decades. Cheema stressed that Punjab deserves timely and fair assistance in this crisis.

He questioned the Union Government’s priorities. While relief material reached Afghanistan quickly, Punjab still waits for adequate support. “If we can help people abroad, why hesitate to help our own citizens?” he asked. Cheema demanded immediate release of relief packages, infrastructure aid, and rehabilitation support.

The minister also appealed to the public to donate to the Chief Minister’s Relief Fund. He promised complete transparency, assuring that every rupee will reach flood victims directly.

On GST, Cheema welcomed rate cuts, noting that AAP had demanded them earlier. He pointed out, however, that states continue to face unstable economies. Lower GST rates, he said, will further strain their revenues. Cheema urged the Centre to continue GST compensation as promised.

He concluded that Punjab needs both GST support and emergency relief. Without it, the state’s economy and flood-hit citizens will continue to suffer.

He stressed the need for a permanent solution to stop recurring floods in the region. The former Delhi minister is the first AAP national leader to visit the flood-hit villages, joined by MP Balbir Singh Seechewal and local party leaders.

The AAP party, ministers, MLAs, and Seechewal’s volunteers are working together to provide relief. Sisodia praised the spirit of Punjab, calling it “Punjabiyat,” where people selflessly help each other in tough times. He said the joint efforts of the state government and society are bringing immediate relief to affected families.

While relief continues, he noted the real challenge will begin once the floodwaters recede. Preparations are already underway to support rehabilitation and long-term safety. The state government will also seek expert advice from Seechewal to prevent future floods.

Seechewal raised the concerns of debt-ridden farmers, requesting relief on bank dues. Sisodia promised that the matter would be taken up with the state government for consideration.

The bench fixed September 9 as the next date for hearing a PIL that demanded court supervision.

Chief Justice Sheel Nagu and Justice Yashvir Singh Rathor said officers must focus on rescue. Pulling them into court replies would slow relief efforts. The judges also asked the petitioner to provide “better particulars” as the current plea lacked details.

The PIL came from Fazilka lawyer Shubham after floods from August 25 to 29 hit both states. He requested timely relief, enforcement of the Disaster Management Act, 2005, and Dam Safety Act, 2021. He also sought audits, floodplain zoning, and a court-monitored committee.

Advocate Angrej Singh argued that relief work on the ground was weak. He said coordination between Punjab, the Union Government, and agencies was poor. Singh pointed out the state had only 114 boats and one helicopter. In contrast, NDRF had 30–35 helicopters.
