He added that Telangana must define clear benchmarks to qualify as a global hub. Health minister Damodar Rajanarasimha highlighted the government’s top priority—education for the girl child. 										<content:encoded><![CDATA[<p data-start="292" data-end="607"><strong data-start="292" data-end="331">Imphal, Manipur — 25 November 2025:</strong><br data-start="331" data-end="334" />The <strong data-start="338" data-end="383">Manipur Pradesh Congress Committee (MPCC)</strong> on Monday strongly criticised the state administration under <strong data-start="445" data-end="465">President’s Rule</strong> for delays in implementing <strong data-start="493" data-end="554">Phase-III of the Pradhan Mantri Gram Sadak Yojana (PMGSY)</strong>, despite the release of substantial central funds.</p>
<p data-start="609" data-end="1107">MPCC President <strong data-start="624" data-end="643">K. Meghachandra</strong> told reporters at Congress Bhawan in Imphal that the administration has failed to execute critical rural road projects intended to enhance connectivity across the state. He said the Central Government had sanctioned <strong data-start="860" data-end="901">Rs 404 crore and Rs 205 crore in 2019</strong> for constructing and upgrading 1.25 lakh kilometres of rural roads under PMGSY Phase-III. “Yet, the project remains unimplemented, leaving rural infrastructure in a pathetic state,” Meghachandra alleged.</p>
<p data-start="1109" data-end="1528">He also pointed out that although the tendering process began in 2024, it has yet to be completed. “Tenders have been floated and cancelled multiple times, raising serious concerns of manipulation,” he said. Meghachandra accused officials of framing tender guidelines that disadvantage local contractors, claiming the administration and ministers appear to favour select companies, which explains the repeated delays.</p>
<p data-start="1530" data-end="1796">Highlighting public dissatisfaction, Meghachandra noted ongoing protests in various districts over poor road conditions. He urged the government to prioritise citizens’ grievances and ensure swift execution of rural road projects rather than misusing public funds.</p>
<p data-start="1798" data-end="2143">He further warned that according to the Ministry, <strong data-start="1848" data-end="1921">PMGSY Phase-III works must be tendered and completed by 31 March 2026</strong>, or the sanctioned funds could lapse. Meghachandra called on the President’s Rule administration to take <strong data-start="2027" data-end="2060">immediate corrective measures</strong> to safeguard financial benefits and improve rural infrastructure across Manipur.</p>
<p data-start="2145" data-end="2312">The MPCC emphasised that timely completion of PMGSY Phase-III is crucial for the state’s development and connectivity, urging officials to act without further delay.</p>
