										<content:encoded><![CDATA[<p data-start="247" data-end="588">Haryana Chief Minister Nayab Singh Saini on February 4, 2026, launched a sharp attack on the Congress, accusing the party of spreading confusion and making “illogical claims” instead of focusing on development. Speaking at a press conference in Chandigarh, he said the opposition has reduced politics to confrontation and social media noise.</p>
<p data-start="590" data-end="908">Calling Congress a “tweet master party,” Saini claimed it survives on rhetoric rather than results. He argued that the BJP, under Prime Minister Narendra Modi, works on delivery and governance. He also said the party is steadily expanding its political footprint not only in Haryana but also in Punjab and West Bengal.</p>
<p data-start="910" data-end="1251">During the interaction with the media, the Chief Minister strongly criticised the Congress for its reaction to the Union Budget. He said many leaders began opposing the budget even before the speech was completed. According to him, some leaders rushed to Twitter midway and claimed Haryana received nothing, without reading the full details.</p>
<p data-start="1253" data-end="1605">Saini described the budget as the second one under the Modi-led Government 3.0 and said it supports the vision of Viksit Bharat. He called it comprehensive and reform-oriented for the country’s 140 crore citizens, including around 2.80 crore people of Haryana. He added that Congress opposes the budget mainly to stay in headlines, not due to ideology.</p>
<p data-start="1607" data-end="1848">Referring to Rahul Gandhi, Saini said the Congress leadership often makes statements that show a lack of seriousness. He cited Rahul Gandhi’s remarks during a Kurukshetra visit and called them an example of irresponsible political messaging.</p>
<p data-start="1850" data-end="2112">The Chief Minister rejected claims such as “Haryana is missing from the budget” and termed them cheap politics. In his remarks, he said Congress-era budgets encouraged “revdi culture,” while the current government focuses on long-term reforms and infrastructure.</p>
<p data-start="2114" data-end="2399">Highlighting development work, Saini praised road construction and claimed India has progressed rapidly in infrastructure. He also compared agricultural spending, stating that allocations rose from Rs. 25,000 crore during Congress rule to Rs. 1.62 lakh crore under the Modi government.</p>
<p data-start="2401" data-end="2597">Warning against misinformation, Saini said public discourse should be based on facts rather than viral claims. He added that the government’s vision is to make youth job creators, not job seekers.</p>

										<content:encoded><![CDATA[<p data-start="761" data-end="1002">Haryana Chief Minister Nayab Singh Saini on Monday said the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) Act marks a decisive shift in rural employment policy and will eliminate corruption while strengthening livelihoods.</p>
<p data-start="1004" data-end="1287">Addressing a press conference, CM Saini said the VB-G RAM G Act, 2025 replaces the outdated MGNREGA framework and aligns rural employment with the Viksit Bharat vision. He said the new law ensures higher wages, more guaranteed workdays and transparent payments for genuine labourers.</p>
<p data-start="1289" data-end="1546">The Chief Minister said earlier schemes failed to protect workers as contractors and middlemen exploited loopholes. He stated that the new system delivers wages directly into workers’ accounts and uses real-time monitoring to prevent misuse of public funds.</p>
<p data-start="1548" data-end="1872">CM Saini said rural India has undergone a major transformation over the last two decades. He pointed out that rural poverty has dropped from over 25 percent in 2011–12 to below 5 percent. He also cited improved access to banking, Aadhaar, digital payments and infrastructure as reasons for updating the employment framework.</p>
<p data-start="1874" data-end="2163">Under the Viksit Bharat-linked scheme, the government has increased guaranteed employment from 100 to 125 days. CM Saini said this will raise annual incomes of rural workers by over ₹7,000 nationwide. In Haryana, workers are expected to earn at least ₹10,000 more due to higher wage rates.</p>
<p data-start="2165" data-end="2335">He said the Centre has allocated a record ₹1.51 lakh crore for the scheme this year. The Central Government’s share exceeds ₹95,000 crore, with further increases planned.</p>
<p data-start="2337" data-end="2599">CM Saini said the scheme promotes inclusive growth. In Haryana, Scheduled Caste workers form over 52 percent of beneficiaries, while women account for more than 65 percent. He added that the work framework prioritises manual labour over machine-driven execution.</p>
<p data-start="2601" data-end="2892">Permissible works now focus on water conservation, rural infrastructure, livelihood resources and climate-resilient assets. Gram Panchayat plans will align with the PM Gati Shakti Master Plan. The scheme also allows a 60-day pause during peak agricultural seasons to support farm activities.</p>
<p data-start="2894" data-end="3097">The Chief Minister said weekly wage payments, biometric authentication, geo-tagging and a seven-day grievance redressal system will ensure transparency and accountability under the Viksit Bharat mission.</p>

<p data-start="963" data-end="1186">In addition, he highlighted that the state’s governance structure stands on transparency, social justice, and broad public participation. These pillars, he said, push Haryana toward a more balanced and progressive future.</p>
<p data-start="1188" data-end="1439">The Chief Minister praised Prime Minister Narendra Modi for firmly safeguarding the Constitution. He added that the PM’s mantra—<em data-start="1316" data-end="1371">Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas</em>—truly reflects the Constitution’s essence and national direction.</p>
<p data-start="1441" data-end="1735">Later, CM Saini urged citizens to understand their rights along with their duties. He especially encouraged the youth to study the Constitution deeply and contribute meaningfully to nation-building. According to him, national interest and constitutional dignity must always remain a priority.</p>
