He said the University Grants Commission’s (Promotion of Equity in Higher Education Institutions) Regulations, 2026, aim to dismantle caste discrimination and promote inclusion of OBCs and other marginalized communities.

Stalin emphasized that these regulations deserve full support. The Union government must resist pressures that seek to weaken their core objectives, he said. “As seen during the implementation of reservations based on the #MandalCommission recommendations, the present #UGC_Rollback backlash is driven by the same regressive mindset,” he added in a social media post.

The Chief Minister pointed out that India’s higher education system has long struggled with institutional apathy and deep-rooted discrimination. The new UGC framework, he said, provides an important legal and structural mechanism to ensure equity and inclusion across universities and colleges.

By endorsing the UGC regulations, Stalin underlined the need for proactive policies that protect the rights of marginalized students. He urged educational authorities and policymakers to implement the provisions effectively without compromise.

TN CM Stalin Backs UGC Equity Regulations marks a strong statement in favor of social justice and higher education reforms at a time when debates over equity and reservation policies continue across India.

The All India Council for Technical Education (AICTE) has recommended that PhD candidates disclose any use of artificial intelligence (AI) tools while preparing their theses. The guidance comes from a task force formed to examine the growing role of AI in academic research and to ensure transparency and academic integrity.

According to AICTE officials, the disclosure requirement aims to maintain clarity about how AI tools were used, whether for data analysis, literature review, or content generation. “The use of AI in research is increasing rapidly. To uphold academic honesty, it is essential for students to acknowledge the tools they rely on,” a senior official said.

The task force has also suggested guidelines for universities to verify AI usage and set clear boundaries on acceptable practices. This includes proper citation of AI-generated content and avoiding reliance on AI for original hypothesis or conclusions without human supervision.

Experts note that the move aligns with global trends in academia, where universities are increasingly emphasizing transparency in AI-assisted research. Institutions in the U.S., U.K., and Europe have already started requiring similar disclosures in dissertations and scholarly publications.

AICTE’s recommendation is expected to be implemented in all technical universities and institutions under its purview, affecting PhD scholars across disciplines. Authorities believe that clear rules will help prevent misuse, promote ethical AI adoption, and prepare students for responsible use of emerging technologies.

The task force also emphasized training for both students and faculty to understand AI capabilities and limitations, ensuring that AI becomes a tool to enhance research rather than compromise its authenticity.

India is moving from device assembly to advanced semiconductor design and manufacturing. The upcoming 2-nanometre chip milestone represents a major step toward technological self-reliance, according to the government.

Union Minister Ashwini Vaishnaw inaugurated ARM’s new semiconductor design office in Bengaluru this week. The centre will focus on next-generation 2nm chip design, a first for India. Officials said the technology will power AI, mobile computing, and high-performance systems.

Smaller transistors mean more processing power, lighter products, and lower energy use. They also hold strategic importance for national security, defence, and space programs, the ministry stated.Under the India Semiconductor Mission, 10 projects have been approved across six states, attracting investments worth ₹1.6 lakh crore. The mission has an outlay of ₹76,000 crore to boost the ecosystem.

In May 2025, Vaishnaw inaugurated design centres in Noida and Bengaluru for 3nm chip development. India has already achieved 7nm and 5nm designs and is now pushing towards 2nm technology.Domestic startups and universities are also contributing. At least 23 chip projects are sanctioned, while 278 institutions are engaged in design and research. The government said this progress strengthens India’s Atmanirbhar Bharat vision.
