										<content:encoded><![CDATA[<p>The Patna High Court warns against wasting court time as it took a strict stand on a frivolous petition filed by an applicant. The court noted that unnecessary litigation consumes valuable judicial hours and slows down genuine cases.</p>
<p>A division bench of Justices Rajiv Ranjan Prasad and Saurendra Pandey imposed a fine of ₹25,000 on the applicant. The court directed that the amount must be deposited with the Patna High Court Legal Services Committee within one month.<br />
The Patna High Court warns against wasting court time because the applicant failed to show any valid error in the earlier judgment.</p>
<p>The applicant wanted the court to reconsider its previous order regarding a land dispute. However, the court found that the applicant could not even establish whether the land was public land. The judges observed that the petition was both frivolous and vexatious.<br />
By repeatedly insisting that the earlier Division Bench order was wrong—without any proof—the applicant had wasted judicial time. Therefore, the review petition was dismissed and costs were imposed.</p>
<p>In a separate case, the Patna High Court ruled that withholding benefits during maternity leave is illegal. The court directed TM Bhagalpur University to pay an assistant professor her withheld salary and service benefits, stating that denial of maternity rights violates the Maternity Benefit Act.</p>

										<content:encoded><![CDATA[<p data-start="284" data-end="707">Senior IPS officer <strong data-start="303" data-end="321">PSR Anjaneyulu</strong> received significant relief from the Andhra Pradesh High Court on Thursday. He is a key accused in the APPSC Group-1 Mains evaluation irregularities and funds misuse case. Recently, he underwent a bypass surgery due to heart-related complications, and he sought medical bail because proper treatment was unavailable in prison. His legal team submitted a fresh request for an extension.</p>
<p data-start="709" data-end="1099">After reviewing his medical condition, Justice <strong data-start="756" data-end="774">Y Lakshman Rao</strong> examined the appeal in detail. The court noted that his post-surgery recovery required continuous monitoring. As a result, the judge granted an additional two months of medical bail. This decision allows the officer to continue treatment without interruption. The court also directed him to submit medical updates regularly.</p>
<p data-start="1101" data-end="1421">Meanwhile, investigators are still working on the pending aspects of the APPSC case. Officials stated that the inquiry is progressing, and they expect further developments. However, they added that Anjaneyulu’s temporary relief would not affect the investigation. His bail conditions will remain under close supervision.</p>
<p data-start="1423" data-end="1671">With this extension, Anjaneyulu will stay under medical care while complying with court guidelines. The High Court may review his condition again if authorities file an updated medical report. Further hearings are likely once his recovery improves.</p>

										<content:encoded><![CDATA[<p data-start="170" data-end="468">The Tripura High Court has declared that GST officials cannot collect penalties during goods detention unless they issue a proper order under Section 129(3) of the GST Act. The ruling came after a transporter challenged a penalty collected from them without following the mandatory legal procedure.</p>
<p data-start="470" data-end="850">In this case, the authorities detained a vehicle carrying electrical items and demanded nearly ₹5 lakh as penalty, claiming issues with the e-way bill and vehicle details. Although the transporter paid the amount to get the goods released, the tax department never issued the required final order under Section 129(3), which must outline the reasons and the basis for the penalty.</p>
<p data-start="852" data-end="1178">The court noted that without this order, the penalty had <strong data-start="909" data-end="932">no legal foundation</strong>. It also stated that taking money from a taxpayer without following due process violates constitutional protections related to equality, the right to conduct business and the rule that no tax or penalty can be collected without lawful authority.</p>
<p data-start="1180" data-end="1461">As a result, the High Court directed the government to <strong data-start="1235" data-end="1271">return the entire penalty amount</strong>, along with <strong data-start="1284" data-end="1299">9% interest</strong> from the date of payment. The judges further said that the department may initiate action against the officials responsible for ignoring the statutory procedure.</p>
<p data-start="1463" data-end="1678">The verdict reinforces that GST authorities must strictly follow the law when detaining goods and imposing penalties, and that taxpayers cannot be forced to pay amounts that are not supported by proper legal orders.</p>

										<content:encoded><![CDATA[<p data-start="336" data-end="570">The Supreme Court has permitted the sale and bursting of green crackers in Delhi and NCR from October 18 to 21. The decision came after the Delhi government requested approval to use certified green crackers for Diwali celebrations.</p>
<p data-start="572" data-end="836">Chief Justice B.R. Gavai and Justice K. Vinod Chandran directed patrolling teams to check that only QR-coded green crackers are sold. People can burst them between 6 p.m. and 10 p.m. The court also banned online sales and warned that violators will face notices.</p>
<p data-start="838" data-end="1114">Earlier, the court noted that short-term bans on crackers were ineffective. It said citizens have the right to live in a clean and pollution-free environment under Article 21 of the Constitution. <p data-start="1116" data-end="1351">Solicitor General Tushar Mehta informed the court that sales will happen only through licensed traders.
