According to the ED, financial scrutiny revealed a sophisticated supply chain linking Mizoram-based operatives to Gujarat firms, including Krishiv Enterprises, which allegedly supplied pseudoephedrine tablets and caffeine anhydrous valued at ₹4.54 crore in 2024–25. These chemicals—key precursors for methamphetamine—were allegedly routed to entities linked to Henry Lalbiakzinga, Laltluangzela, and Benjamin Lalawmpuai.

Investigators found that habitual offenders, including Abu Saleh Saif Uddin from Assam and Mizoram residents Zodinthara and Lalrampari, facilitated smuggling operations and hawala transactions. The ED also detected ties between Mizoram firms and Kolkata-based shell companies such as Mahasin Tradecom, managed by a suspect named Mohd. Zafar.

The probe uncovered a deeper cross-border nexus, where Myanmar nationals reportedly misused Indian GST identities to purchase chemical precursors. These substances were transported to Myanmar through the porous border and converted into methamphetamine tablets before being smuggled back into India, mainly through Mizoram.

ED officials reported suspicious financial activity, including ₹11 crore in credits in accounts linked to Abu Saleh and ₹52.8 crore in accounts connected to hawala operator Lalrampari. During the raids, officials seized ₹46.7 lakh in cash, along with digital records and documents. Twenty-one bank accounts suspected of holding proceeds of crime have been frozen under Section 17(1A) of PMLA.

The investigation is ongoing and is expected to uncover more links in the interstate and cross-border narcotics network.

Named the Integrated Ecotourism and Sustainable Agri-Based Livelihood Development Project, it combines nature-based tourism with conservation and agriculture. The program aims to benefit over 8,000 indigenous people, especially women.

ADB Country Director for India, Mio Oka, said the project supports Meghalaya’s Vision 2032 to become a leading ecotourism destination while boosting farmers’ earnings through sustainable practices. She added that the model can be replicated in other states to promote inclusive development.

Facilities and Market Linkages

The project will build ecotourism visitor centres, craft demonstration sites, and marketplaces for local agricultural and handmade products. It will restore degraded lands, improve drip irrigation systems, and set up processing and post-harvest facilities.

ADB will also give a $1 million (₹8.9 crore) technical assistance grant to strengthen institutional capacity and market linkages. The assistance will support innovative financing tools such as carbon credits and biodiversity credits.

The initiative will strengthen agriculture and tourism cooperatives and encourage public–private partnerships for facility management. An innovation fund will be launched to support tourism enterprises, agribusinesses, forest management, and women-led initiatives.

Association president Danny Daly Kharsapam said winemaking in Meghalaya is “as old as the hills.” He mentioned Captain Hunt, who in 1947 pioneered cherry wine and cherry brandy production in Mawphlang. Hunt’s wines were popular among Assam tea planters and were sold at Kolkata’s Pegu Club before production declined in the 1980s.

Revival and Commercialisation

This led to the arrest of a man whose SIM card had been misused. “He was merely a pawn and had no idea his number was being exploited,” the judge said, highlighting the complex nature of cybercrime investigations.

He noted that such cases often require coordination among multiple agencies, especially when bank accounts are frozen to prevent fund movement. “Innocent individuals sometimes face disruptions to their livelihoods when accounts are frozen mistakenly,” Justice Thangkhiew added.

The judge observed that modern crimes no longer require the physical presence of perpetrators and often span multiple jurisdictions, with little reliance on traditional evidence such as eyewitness accounts. “Conventional tools used by law enforcement and courts have become inadequate in addressing these evolving threats,” he said.

Justice Thangkhiew also discussed upcoming reforms to India’s criminal justice framework, including replacing the IPC, CrPC, and Evidence Act with three new laws designed to address jurisdictional challenges, strengthen provisions for electronic offences, and improve handling of digital evidence.

Synrem emphasised that the Meghalaya government is legally empowered to regulate entry and enforce verification measures, cautioning that any delay may amount to administrative failure. The organisation demanded the use of legal provisions to regulate or temporarily restrict entry until thorough verification and risk assessment are completed.

The HYC’s recommendations include mandatory registration and identity verification of individuals coming from areas affected by the Special Intensive Revision (SIR) of electoral rolls, deployment of police personnel and district officials at major entry points, and activation of emergency coordination mechanisms involving deputy commissioners, superintendents of police, and border management units. It also called for a formal government notification outlining the legal and administrative framework.

The group further highlighted the need for interstate coordination with West Bengal and Assam to prevent undocumented movement, noting that West Bengal and Assam are currently conducting electoral roll revisions. According to records, 46 Bangladeshi nationals were apprehended in Meghalaya for illegal entry in 2025.
