										<content:encoded><![CDATA[<p>The new Bihar telephone allowance for MLAs and MLCs has brought major changes to how lawmakers manage their phone expenses. Under the revised rules, every MLA and MLC will now receive ₹8,300 per month for telephone use. This update means the Bihar telephone allowance for MLAs and MLCs will fully cover their mobile and landline expenses without extra payment.</p>
<p>Earlier, members had to submit vouchers for reimbursement. This process caused delays and extra paperwork. The new system removes that burden. Lawmakers can now use any number of phones or mobile connections, as long as the total cost stays within the monthly limit.</p>
<p>Parliamentary Affairs Minister Vijay Kumar Chaudhary presented the amendment in the Bihar Legislature. The change comes under the Bihar Legislature (Salary, Allowance and Pension of Members) Amendment Rules 2025. The goal is to make the allowance system simpler and more transparent.</p>
<p>This monthly amount will directly support communication needs. It also gives members flexibility to manage their phones without administrative hurdles. The government believes this reform will improve the efficiency of legislative work.</p>

										<content:encoded><![CDATA[<p>On Monday, the Bihar Assembly witnessed unusual moments as several MLAs faced Bihar Assembly oath errors while taking their oath. A total of 235 newly elected MLAs were sworn in, but many were stopped midway for reading the oath incorrectly. The issue of Bihar Assembly oath errors drew attention as multiple leaders struggled with the official format.</p>
<p>JDU MLA Vibha Devi hesitated while reading her lines and needed help from fellow MLA Manorama Devi. BJP MLA Renu Devi from Bettiah was also stopped after she read the oath in the wrong format, and she had to take it again. Similarly, Anita Devi of Warisaliganj went off the script, leading the Pro-tem Speaker to interrupt her mid-oath.</p>
<p>Some MLAs mistakenly swore to both God and integrity, which is not allowed, so they were asked to choose only one. The repeated interruptions created confusion inside the House.</p>
<p>The Assembly session was completely digital, with live broadcasts displayed on wall-mounted screens. MLAs watched the ceremony from their seats, and NDA members occupied 85% of the benches. The first session of the 18th Legislative Assembly began after Pro-tem Speaker Narendra Narayan Yadav officially opened the proceedings.</p>

										<content:encoded><![CDATA[<p data-start="269" data-end="664"><strong data-start="269" data-end="308">Guwahati, Assam — 25 November 2025:</strong><br data-start="308" data-end="311" />The <strong data-start="315" data-end="349">Assam Assembly MLAs suspension</strong> was enforced on Tuesday as two opposition legislators, <strong data-start="405" data-end="419">Nurul Huda</strong> (Congress) and <strong data-start="435" data-end="456">Sherman Ali Ahmed</strong> (Baghbor), were barred for the remainder of the ongoing winter session. The action followed a <strong data-start="551" data-end="581">Privilege Committee report</strong> that found both MLAs guilty of misconduct toward Deputy Speaker <strong data-start="646" data-end="661">Numal Momin</strong>.</p>
<p data-start="666" data-end="1154">Parliamentary Affairs Minister <strong data-start="697" data-end="723">Chandra Mohan Patowary</strong> moved the resolution in the House, which was passed despite protests from the Congress benches. Congress MLA <strong data-start="833" data-end="857">Jakir Hussain Sikdar</strong> argued that the committee’s findings lacked evidence, highlighting that <strong data-start="930" data-end="946">CCTV footage</strong> from the corridor where the alleged incident occurred had not been shared with the opposition. “We do not accept this report. Huda did nothing wrong and was only protesting with other MLAs,” Sikdar stated.</p>
<p data-start="1156" data-end="1615">Speaker <strong data-start="1164" data-end="1184">Biswajit Daimary</strong> emphasised that the Privilege Committee had completed its investigation and submitted its findings, which the House was obliged to adopt. According to the ruling alliance, Huda physically confronted Momin during a protest in March, an allegation denied by both Huda and the Congress. Sherman Ali Ahmed had allegedly used unparliamentary language during Assembly proceedings the same month, which was later expunged from records.</p>
<p data-start="1617" data-end="1877">The suspension highlights ongoing tensions between treasury and opposition benches in Assam, reflecting persistent friction over <strong data-start="1746" data-end="1783">parliamentary conduct and decorum</strong>. The five-day winter session, which began on Tuesday, is scheduled to conclude on Saturday.</p>
<p data-start="1879" data-end="2081">The Privilege Committee’s action underscores the Assam Assembly’s commitment to maintaining discipline among members while ensuring the integrity of legislative processes and the dignity of the House.</p>

Punjab to hold first-ever mock assembly session for students across all constituencies. This unique initiative will give students real exposure to how the Assembly works.</p>
<p data-start="869" data-end="1178">Speaker Kultar Singh Sandhwan said the event will take place on November 26, 2025. Students from all 117 constituencies reached the Vidhan Sabha earlier today. They attended rehearsal sessions and received basic training. Additionally, the programme aims to build political awareness among young learners.</p>
<p data-start="1180" data-end="1424">Only Class 11 and 12 students from government schools are taking part. Meanwhile, each student will represent an MLA or Minister from their area. This setup will help them understand debates, questions, and decision-making inside the House.</p>
<p data-start="1426" data-end="1700">A student from the Chief Minister’s constituency will act as the CM. Similarly, a student from the Speaker’s constituency will serve as Speaker. Vidhan Sabha Secretary Ram Lok Khatana trained the participants. He guided them on how to ask questions and join discussions.</p>
<p data-start="1702" data-end="1874">Teachers and coordinators accompanied the students. For many, it was their first visit to Chandigarh. They thanked the government for giving them this rare opportunity.</p>
<p data-start="1876" data-end="2166">MLAs Mohammad Jamil Ur Rahman, Manjit Singh Bilaspur, Kulwant Singh Sidhu, Balkar Sidhu, and Kunwar Vijay Pratap Singh attended the rehearsal. Finally, the roles were assigned: Harkamaldeep Singh as Chief Minister, Jagmander Singh as Speaker, and Harpreet Singh as Leader of Opposition.</p>

Even strong rivals avoid harsh words. But Telangana voters are showing a different trend. Sympathy is not converting into votes when sitting MLAs pass away. Since the formation of Telangana in 2014, six sitting MLAs died while in office. Their family members entered the bypoll race with emotional appeal but faced mixed results.</p>
<p data-start="701" data-end="1177">In Narayankhed, MLA P. Krishna Reddy died and his son Sanjeev Reddy failed. In Palair, after the death of Venkata Reddy, his wife Sucharitha Reddy got a Congress ticket but lost to the BRS candidate. In Cantonment, Sayanne’s family received a ticket later, but his daughter passed away soon. Her sister Nivedita got a chance but lost to the Congress candidate. In Jubilee Hills, Gopinath’s wife Sunitha contested but Congress candidate Naveen Yadav won with a strong majority<a href="http://www.com">.</a></p>
<p data-start="1179" data-end="1494">Only in Nagarjuna Sagar, sympathy turned positive. Nomula Narsimhaiah’s son Bhagath won due to support and development promises. He observed that lack of experience and awareness is creating coordination issues among them. Lokesh held a review meeting with several ministers at the Chief Minister’s camp office in Undavalli.</p>
<p data-start="672" data-end="977">During the meeting, Lokesh advised senior MLAs and leaders to mentor the first-time legislators. He said new MLAs must learn from the challenges faced by seniors and understand how they reached their current positions. He emphasized that correcting early mistakes is key to sustaining political success.</p>
<p data-start="979" data-end="1246">Lokesh urged ministers to work collectively to make the <strong data-start="1035" data-end="1068">Investment Partnership Summit</strong> in Visakhapatnam on November 14–15 a major success. Leaders and party workers are campaigning vigorously in every street to support party candidate Naveen Yadav. With just hours left for the campaign to end, the party has taken its efforts to a peak level.</p>
<p data-start="885" data-end="1246">To strengthen ground efforts, the high command appointed in-charge ministers for all seven divisions in the segment. Along with them, MPs, MLAs, MLCs, and corporation chairpersons are staying in the constituency to meet voters directly. Ministers are conducting door-to-door campaigns in local colonies, explaining government welfare and development programs.</p>
<p data-start="1248" data-end="1545">Before this, Congress ministers held meetings with caste associations and social organizations to secure their backing. They reportedly received assurances from several community groups to vote for the Congress candidate. <p data-start="1547" data-end="1864">To ensure smooth coordination, the party formed multiple committees. 										<content:encoded><![CDATA[<p>A new report by the Association for Democratic Reforms (ADR) and <a href="http://www.bihar.com">Bihar</a> Election Watch has revealed shocking facts about Bihar MLAs criminal cases. Out of 241 MLAs who won in 2020, 158 (66%) have declared criminal charges. Among them, 119 (49%) face serious offenses, and 16 are linked to murder cases. The ADR urged parties to choose clean candidates for the 2025 Bihar elections.</p>
<p>The report highlights that 41 BJP, 43 RJD, 13 JDU, nine Congress, and others have members involved in Bihar MLAs criminal cases. The data reflects a deep issue in Bihar’s political system that needs urgent reform.</p>
<p>On the financial side, 194 MLAs are crorepatis, with total assets worth ₹1121.61 crore. The richest MLA is Neelam Devi from Mokama, with assets of ₹80 crore. Belaganj MLA Manorama Devi follows with ₹72 crore, while Bhagalpur’s Ajit Sharma holds ₹43 crore. At the bottom, Alauli MLA Ram Vikas Sada owns just ₹70,000.</p>
<p>The report exposes the growing gap between wealth and criminality in Bihar politics, urging transparency and accountability.</p>
