Senior advocate Dharmanand Deb, who handled the cases, confirmed the development. He said the Union Home Ministry issued citizenship certificates to both applicants on Friday. Their citizenship will be effective from their respective dates of entry into India. Authorities have not disclosed their names due to social sensitivity.

The woman applicant is 40 years old and entered India from Bangladesh in 2007. She settled in Assam’s Sribhumi district after marrying a local resident. She applied for citizenship in July last year after CAA rules came into force. Her application initially faced rejection due to jurisdictional confusion following delimitation before the Lok Sabha elections. After refiling, officials approved her case under Sections 5(1)(c) and 6B of the Citizenship Act.

The second applicant is a 61-year-old man who entered India from Bangladesh in 1975 as a minor. He later settled in Silchar, married locally, and raised a family. Authorities granted him citizenship through the naturalisation route.

The report also states that over 31.39 lakh voters will be called for hearings during the revision process. In addition, officials have identified more than 13.74 lakh ASD discrepancies. These include cases marked as Absent, Shifted, Dead, or Duplicate.

West Bengal currently has 7.66 crore registered voters. Among the uncollectible cases, Kolkata North has reported the highest share at 25.92 percent. Purba Medinipur recorded the lowest figure at 3.31 percent. Kolkata South followed closely with 23.82 percent uncollectible entries.

Several districts showed comparatively lower discrepancies. Bankura, Cooch Behar, Murshidabad, and Nadia reported figures below five percent. Kolkata North and South remain politically significant, as they include key Trinamool Congress strongholds.

Border districts accounted for the highest ASD discrepancies. North 24 Parganas recorded over 2.01 lakh such cases, while South 24 Parganas reported nearly 1.95 lakh. Nadia, Murshidabad, and Malda also came under scrutiny due to high migration patterns.

Meanwhile, a similar revision exercise in Bihar reduced its voter count by nearly 47 lakh names. The Election Commission said further action will depend on hearings and verification outcomes.

Several districts have recorded high digitisation levels. East Midnapore, Bankura, Murshidabad, Nadia, Birbhum, and South Dinajpur have achieved between 93 and 96 percent coverage.

However, Kolkata remains behind the state average. North Kolkata has recorded only 74.07 percent digitisation. South Kolkata stands slightly higher at 76.17 percent.

Sources said non-cooperation in certain pockets slowed field work. Infrastructure gaps and technical glitches also affected progress in urban areas. The Commission continues monitoring the process and has urged voters to verify their details once the draft list is published.
