In 2020, it did not field candidates in seven districts, including Saran, Munger, Bhojpur, Kaimur, Arwal, Jehanabad and Shivhar. That decision upset local workers. This time, leaders want to avoid such mistakes and keep the party active across the state.

Party sources said the plan was shaped after surveys and feedback. Workers demanded that candidates must run in every district to maintain energy at the grassroots. Leaders also raised the issue in a two-day meeting in Delhi. They insisted that Congress should get at least one seat in each district during seat-sharing within the Mahagathbandhan. Leaders believe this will strengthen the organisation and improve morale among cadres.

For candidate selection, district and block committees have started sending recommendations. The Pradesh Election Committee will review these on September 16. Three names will be shortlisted for each seat. The screening committee will then take final decisions on September 19. With this strategy, Congress aims to revive its influence, re-engage workers, and return as a stronger partner in the Grand Alliance in Bihar politics.
