										<content:encoded><![CDATA[<p data-start="310" data-end="745">A CBI court has issued open-ended non-bailable warrants against former <a href="https://r.search.yahoo.com/_ylt=AwrKEbq828xoCDcHdwXnHgx.;_ylu=Y29sbwMEcG9zAzEEdnRpZAMEc2VjA3Ny/RV=2/RE=1758284860/RO=10/RU=https%3a%2f%2fen.wikipedia.org%2fwiki%2fPunjab%2c_India/RK=2/RS=Fukvx4L6LrDn6GSxUaUb5QudQW8-">Punjab</a> Police AIG Jagdip Singh. The agency moved the application on September 1. Singh, who lives in Phase-2 Mohali, is already a proclaimed offender in two disappearance cases. The CBI court issues non-bailable warrant against Jagdip Singh for his role in the 1992 disappearance of Mohinder Kaur, mother of Khalistan Commando Force chief Paramjit Singh Panjwar.</p>
<p data-start="747" data-end="1075">The CBI said police took Kaur from her home while she was alone. They kept her at Jhabal police station in Tarn Taran for more than two months. She went missing at the end of November 1992. Singh also faces charges in the 1999 disappearance of SGPC employee Aroor Singh. In that case, the court has chargesheeted seven others.</p>
<p data-start="1077" data-end="1266">Investigators issued a lookout notice against Singh in 2021. Records show he left India for Canada through Delhi airport on February 1, 2021. Since 2023, his arrival has not been tracked.</p>
<p data-start="1268" data-end="1418">Baldev Singh, son of Mohinder Kaur, said, “I fought in the Kargil war. Now, when justice is near, the accused officers are running away from court.”</p>

<p data-start="574" data-end="903">A Division Bench of Chief Justice Sheel Nagu and Justice Sanjiv Berry issued the order. The judges said Punjab failed to provide permanent courtrooms and housing for judicial officers. Malerkotla became a revenue district in June 2021, and a Sessions Division was created in August 2023. Yet, infrastructure remains inadequate<a href="https://www.indiapodcast.com/bjp-protests-over-punjab-flood-relief-fund-misuse/">.</a></p>
<p data-start="905" data-end="1220">The order came after petitions from the District Bar Association, Malerkotla. Advocates Gaurav Vir Singh Behl, Raageshwari Sharma, and Jugraj Singh Chauhan represented the case. The Bench cited the building committee’s view that, if the state failed to act within a year, existing residences should be reassigned.</p>
<p data-start="1222" data-end="1467">The court stressed that no residential facilities matched the standards set under a 2014 notification. It also urged the committee to reconsider converting temporary courtrooms into permanent ones. The case will be heard again on September 30.</p>
