The debate over Raj Bhavan vs Popular Mandate has intensified in Tamil Nadu after the recent election results produced a hung assembly. No party secured a clear majority, creating uncertainty over who should form the government. The issue has sparked a constitutional and political debate across the state.

In the 234-member assembly, a party needs 118 seats to form the government. The TVK party emerged as the single largest party with 108 seats, falling short of a majority. Congress, which has five MLAs, has reportedly extended support, but the governor has asked the party to show proof of majority before inviting it to form the government.

This situation has triggered the Raj Bhavan vs Popular Mandate debate. Political experts say the majority should be tested on the assembly floor, not at the governor’s residence. They refer to the Supreme Court’s landmark SR Bommai case, which emphasised floor tests to decide legislative strength.

On April 10, 1995, Tamil Nadu witnessed a rare political flashpoint involving the state Governor. Governor M. Channa Reddy was travelling from Raj Bhavan to Pondicherry when his convoy was stopped near Tindivanam. Members of the ruling AIADMK allegedly pelted eggs and stones at the convoy, raising serious concerns.

The protesters were reportedly led by S.S. Panneerselvam, then a district party secretary. They opposed Governor Reddy’s interaction with Janata Party leader Subramanian Swamy, who had sought legal action against Chief Minister Jayalalithaa over corruption allegations. The convoy remained halted for over 15 minutes at a major junction.

Governor Reddy contacted the district police chief and instructed officials to clear the road. Police later stated that eggs and stones were thrown but did not hit the vehicles. The incident occurred amid known tensions between the Governor and the Jayalalithaa-led government.

The Governor later sent a report to the Centre, alleging political interference and police support for the protest. Jayalalithaa rejected the claims and urged the President and Prime Minister to recall the Governor, accusing him of bias and misreporting state affairs.

A threat email sent to the Telangana Chief Minister’s Office and Raj Bhavan created tension in Hyderabad on Monday. The message came from an ID under the name “Vasuki Khan.” It claimed that explosives were placed inside both the CMO and Raj Bhavan and warned of an imminent blast. The alert was taken seriously due to its direct reference to high-security offices.

Soon after the email was noticed, the Governor’s Chief Security Officer Srinivas reached the Panjagutta Police Station and filed a complaint. Police teams moved quickly and launched an investigation. They also alerted specialised security units to begin checks at both locations.

BDS teams, anti-sabotage squads, dog squads, and Task Force units conducted intensive inspections in both premises. They searched the buildings and surrounding areas for three hours. Police later confirmed that they found no explosives or suspicious objects during this operation.

Cybercrime teams have started tracking the email source. They are analysing the IP address, server location, and sender details. Security around the CMO and Raj Bhavan has been tightened after the threat. Police teams continue to monitor both locations to prevent any risk.

The Nitish Kumar resignation has created strong political activity in Bihar. Today, Nitish Kumar went to Raj Bhavan and submitted his resignation to Governor Arif Mohammad Khan. The Nitish Kumar resignation came soon after a final cabinet meeting at the Old Secretariat in Patna.

The cabinet meeting recommended dissolving the current assembly. Ministers thanked officials and appreciated the work done during the government’s term. They also praised the NDA’s large victory in the recent elections.

After the meeting, Nitish Kumar reached Raj Bhavan with Vijay Chaudhary and Deputy Chief Minister Samrat Chaudhary. They met the Governor for nearly half an hour. Soon after, Nitish Kumar handed over his resignation.

Sources say he may take oath again as Chief Minister on November 20th. Preparations for the ceremony have already started at Gandhi Maidan in Patna.

NDA leaders will meet tomorrow to elect their Legislature Party leader. Once this is done, Nitish Kumar may again visit Raj Bhavan to stake claim to form the new government. Until then, he will continue as acting Chief Minister.

The situation is changing quickly, and Bihar is preparing for another major political shift.

Congress senior leader and former Indian cricket captain Mohammad Azharuddin took oath as a Telangana minister on Friday. The ceremony was held at Raj Bhavan, where Governor Jishnu Dev Varma administered the oath. Chief Minister Revanth Reddy, Deputy CM Bhatti Vikramarka, and other ministers attended the event.

Political circles are now abuzz with speculation over which portfolio Azharuddin will receive. Reports suggest he may be assigned either the Home or Minority Welfare department. The final decision is expected within the next couple of days, according to party sources.

So far, there have been no Muslim representatives in the Telangana Cabinet. Opposition parties have criticized the government over this issue and even used it as a major talking point during the Jubilee Hills by-election campaign. By inducting Azharuddin, the Congress aims to strengthen minority representation and gain support in the upcoming by-election.

Azharuddin, inspired by his uncle Jainulabuddin, began his cricket journey in the early 1980s and made his international debut in 1984. He later captained Team India, earning widespread acclaim for his leadership and remarkable performances on the field.

The matter came from a Presidential reference filed by Droupadi Murmu, who sought clarity on pending legislation.

During hearings, the Centre argued that strict deadlines could weaken constitutional balance and reduce discretionary powers of constitutional heads. Tamil Nadu, Kerala, and Punjab countered this view, saying deadlines are essential to protect democracy and ensure accountability.

Earlier, the Supreme Court ruled in the Tamil Nadu case that Governors cannot keep bills pending indefinitely. The judges said action must be taken within a reasonable period. The new case expands that principle to include the President’s role as well.

The final verdict is expected to clarify the powers of Governors and the President. It may also set guidelines for handling bills in the future. Political circles across the country are watching closely, as the decision could reshape Centre–state relations.
