New Delhi: Senior Congress leader Salman Khurshid has demanded that Prime Minister Narendra Modi respond in Parliament regarding the recent Delhi blast, calling it a serious question on the government’s security policy. Speaking in an interview with PTI, Khurshid said the incident exposes “a very serious question mark” and highlighted strategic and intelligence failures under the current administration.

Khurshid criticised the government for failing to provide a clear account of how the intelligence lapse occurred, particularly in light of the Red Fort blast and its potential links with other parts of the country. He emphasised that the Congress is not being jingoist but expects both the government and opposition to focus on national security.

In addition to domestic security concerns, Khurshid called for a steady foreign policy, describing the current approach as “sporadic, episodic, personalised, aberrational.” He was speaking about the recently published book “India’s Tryst with the World: A Foreign Policy Manifesto”, co-edited by him and Salil Shetty, featuring contributions from former Prime Minister Manmohan Singh.

On Parliament’s role, Khurshid urged for an immediate session to discuss the blast, intelligence lapses, and the government’s ‘new normal doctrine’ regarding future terror attacks. He stated, “In a responsible way, in a responsible place, let us talk about what is happening and why it is happening again and again despite all the profound statements made by this government.”

His remarks underscore the Congress’ demand for government accountability, improved security measures, and clarity on foreign policy, reflecting concerns over both domestic and international strategic management under the Modi government.

The powerful explosion on Monday evening killed 12 people and injured several others, triggering massive security operations across Delhi.

According to official sources, the suspects had conducted a recce of the Red Fort and planned to strike during the Republic Day celebrations. The white Hyundai i20 used in the blast was parked for 11 days at Haryana’s Al-Falah Medical College. The suspected bomber, Dr Umar Nabi, allegedly detonated the bomb prematurely while fleeing increased security checks.

Officials said the explosion appeared accidental, as the device was incomplete and failed to cause full damage. The Delhi blast part of larger terror plan has prompted an intense alert, with Delhi Police, paramilitary forces, and the Intelligence Bureau jointly reviewing security.

Sniffer dogs, anti-sabotage teams, and metal detectors have been deployed at markets, metro stations, and tourist spots. Authorities have urged citizens to remain vigilant and immediately report suspicious activity. Security checks will continue until further notice to ensure public safety and confidence.

The National Investigation Agency (NIA) has registered a case against Sikhs for Justice (SFJ) general counsel and US-based terrorist Gurpatwant Singh Pannun for allegedly instigating Sikh soldiers to disrupt Prime Minister Narendra Modi’s Independence Day celebrations. According to the FIR, Pannun offered a reward of ₹11 crore to anyone who could prevent PM Modi from hoisting the national flag at Delhi’s Red Fort on August 15.

The NIA cited credible evidence, including a video shared on the official SFJ ‘X’ (formerly Twitter) handle on August 10, 2025, in which Pannun issued the provocative call. During the same event, he also unveiled a new Khalistan map that included Punjab, Delhi, Himachal Pradesh, Haryana, and parts of Uttar Pradesh as part of a proposed separate state.

The FIR further revealed that Pannun addressed a press conference at the Lahore Press Club in Pakistan through a video link from Washington, where he rejected India’s sovereignty over Punjab and promoted a “Delhi Banayga Khalistan” referendum.

The central government stated that Pannun’s actions were aimed at undermining India’s sovereignty and spreading disaffection among the Sikh community. He has been booked under Section 61(2) of the Bharatiya Nyaya Sanhita (criminal conspiracy) and Sections 10 and 13 of the Unlawful Activities Prevention Act (UAPA), 1967.

The NIA is investigating the case to uncover Pannun’s network and prevent any attempts to incite violence or disturb national security. Authorities have reiterated their commitment to taking strict action against those threatening India’s unity and territorial integrity.
