Chief Minister Himanta Biswa Sarma made the announcement at an official event in Guwahati. He said the state cabinet approved the constitution of the 8th State Pay Commission. Former chief secretary Subhash Das will head the commission. The chief minister said the move reflects the government’s commitment to employee welfare and progressive governance.

Sarma noted that the Centre has already issued terms of reference for the 8th Central Pay Commission. However, no state had announced its own pay panel until now. He added that Assam decided to take the lead rather than wait for central timelines.

The seventh pay commission ended on December 31, 2025. After this date, expectations around salary revision have increased among government employees. Experts, however, advise patience on implementation.

Bank of Baroda chief economist Madan Sabnavis said the 8th Pay Commission may be implemented in 2027–28 or even 2028–29. Other experts said pay commissions usually take 18 months to submit recommendations. This suggests final approval may come by late 2026 or early 2027.

The Cabinet also cleared the Maintenance, Repair and Overhaul (MRO) Policy 2025, which aims to establish Assam as a leading aviation MRO hub in Northeast India by 2030. The policy envisions at least three world-class MRO facilities catering to civil and defence aviation sectors, expected to attract investments of around ₹1,500 crore and create over 1,000 skilled jobs.

A high-level investment committee headed by the Chief Minister has also been approved to fast-track mega projects worth ₹10,000 crore or more.

Additionally, the government approved amendments to the Assam Non-Government Educational Institutions (Fee Regulation) Bill, 2025. The proposed changes strengthen oversight of private schools, including minority-run institutions, ensuring transparent registration, fee regulation, and periodic renewals to protect students and parents.

The Cabinet also agreed to table the Mehta Commission report on the 1983 Assam election violence in the upcoming Assembly session.
