The case began in April 2023 when former TTD employee Ravi Kumar was caught stealing foreign currency worth around 900–920 US dollars. Later, the case moved to the Lok Adalat, where a settlement was reached in September 2023. Reports alleged that Ravi Kumar donated seven properties, worth about ₹14 crore, to TTD as part of the agreement.

A petition challenging the settlement led the High Court to order a CID and ACB investigation. The case gained more seriousness after AVSO Satish Kumar, the complainant, died under suspicious circumstances.
