										<content:encoded><![CDATA[<p>Bihar has rolled out a Bihar big plan against terror to tighten security and improve intelligence gathering across the state. Under this plan, the Bihar Police will open new Anti-Terrorism Squad (ATS) command offices in four important districts.</p>
<p>The Bihar big plan against terror includes setting up ATS offices in Gaya, Motihari, Darbhanga, and Purnia. These offices will work under the central ATS headquarters in Patna. Each command office will monitor nearby districts and respond quickly to any security threat.</p>
<p>Senior police officials said the new units will help track suspicious activities and strengthen surveillance. The ATS teams will also focus on monitoring social media and online platforms to detect early signs of radicalization or terror links.</p>
<p>Each regional office will be headed by a DSP-rank officer and supported by trained personnel. The aim is to ensure faster action, better coordination, and improved intelligence sharing at the local level.</p>
<p>The state government believes this move will make Bihar’s internal security system stronger. With these new ATS command centers, the police hope to prevent terror activities and maintain law and order more effectively across sensitive regions.</p>

<p data-start="475" data-end="768">Until now, a stipend of ₹4,500 was provided during training. This amount has now been increased to ₹12,500. The decision was described as part of wider reforms. Priority has been given to strengthening law and order across the state. No compromise will be made on public safety, it was stated.</p>
<p data-start="770" data-end="1071">The responsibility of enhancing the dignity of the police force has been taken up by the government. Deputy Chief Minister and Home Minister Samrat Chaudhary said the Bihar crackdown on goonda banks will continue until every illegal bank is shut. He added that these groups charge very high interest and force people to mortgage their land. Ending this system is now a top priority.</p>
<p>Chaudhary spoke at an event in Patna where 48 Steno Assistant Sub-Inspectors received appointment letters. He said only RBI-approved banks can operate in the state. Rogue banks will not be allowed anymore.</p>
<p>He also said the government is focusing on technology-based policing. District police officers were told to hold regular public hearings and ensure quick trials for serious crimes. He stressed that no mafia group will be spared.</p>
<p>AI-based security cameras will soon be installed across Bihar. Over 10,000 CCTV cameras are already being set up in jails. Cameras will also be placed at railway stations, city squares, and panchayat entry points.</p>
<p>Of the 54 recommended candidates for Steno Inspector posts, 48 received appointment letters, including 18 disabled persons and 29 women. Top police and government officials attended the event.</p>

Investigators say the conspirators bought <strong data-start="650" data-end="696">seven second-hand mobile phones from Nepal</strong> and used <strong data-start="706" data-end="722">17 SIM cards</strong>, six of which were purchased in Kanpur, Uttar Pradesh.</p>
<h3 data-start="781" data-end="811">SIM Cards and Phones Trace</h3>
<p data-start="812" data-end="1168">Two of the SIM cards were identified using IDs from Beconganj, a central area in Kanpur. This discovery prompted immediate action by Delhi Police’s Special Cell, highlighting the <strong data-start="991" data-end="1019">Delhi blast Nepal Kanpur</strong> connection. The careful planning over four weeks, from October 2 to October 28, involved acquiring devices and communication tools across borders.</p>
<h3 data-start="1170" data-end="1202">Medical Professionals Linked</h3>
<p data-start="1203" data-end="1530">The investigation also uncovered links between the blast accused and three doctors who remained in contact with Dr Umar Mohammad (alias Umar un-Nabi) until an hour before the blast near the Red Fort. The doctors—Dr Parvez, Dr Mohammad Arif, and Dr Farooq Ahmad Dar—are connected to medical institutions in Lucknow and Kanpur.</p>
<p data-start="1532" data-end="1850">Dr Parvez, an assistant professor at Integral University in Lucknow, is the brother of Dr Shaheen Saeed, another accused. Dr Mohammad Arif, a first-year DM (Cardiology) student at GSVM Medical College, Kanpur, and Dr Farooq Ahmad Dar, an assistant professor at GS Medical College, were all questioned by authorities.</p>

<p data-start="1882" data-end="2127">During the investigation, Dr Parvez was seen meeting friends in multiple Kanpur locations, including Colonelganj, GSVM Medical College, Babupurwa, and Mandhana. Usman, a Beconganj shop owner and Dr Parvez’s brother-in-law, was also questioned.</p>

Officials said the blast erupted in a storage area where explosives seized during a Red Fort terror-module investigation were kept.</p>
<p data-start="553" data-end="810">The explosion created a fierce blaze that damaged parts of the police station and several vehicles parked nearby. Shockwaves were felt across surrounding neighbourhoods. Personnel from the State Investigative Agency were present when the explosives blew up.</p>
<p data-start="812" data-end="1132">This incident came days after Jaish-e-Mohammad threat posters surfaced in Bunpora Nowgam. The warnings targeted security forces and triggered a police investigation. That inquiry exposed a terror module operating across several states and led to the seizure of the explosives believed to have detonated during the blast.</p>
<p data-start="1134" data-end="1380" data-is-last-node="" data-is-only-node="">The SIA has launched a detailed probe to determine what triggered the explosion and whether there were any handling lapses or external factors involved.</p>

										<content:encoded><![CDATA[<p>The first phase of the <a href="http://www.bihar.com">Bihar</a> Elections 2025 ends today with campaigning wrapping up at 6 pm across 121 constituencies in 18 districts. Candidates are making last-minute efforts, moving door to door to win voters’ support. Voting will be held on November 6 in all these constituencies.</p>
<p>To maintain order during the Bihar Elections 2025, the Election Commission has sealed the Nepal border and increased surveillance at all entry and exit points. A total of 1,314 candidates, including 122 women, are contesting this phase for 102 general and 19 reserved seats.</p>
<p>Over 37.5 million voters will cast their votes at 45,341 booths, with 8,608 in urban and 36,733 in rural areas. The Election Commission has completed EVM and VVPAT testing and distributed machines to all polling stations<a href="https://www.indiapodcast.com/chandrababu-discusses-uk-partnerships-for-andhra-growth/">.</a></p>
<p>Strict security has been arranged, with armed forces deployed at every booth. A three-tier security ring is in place around polling areas, supported by mobile units and checkpoints. So far, 1,005 people have been arrested to ensure a fair and peaceful election.</p>

He emphasized that all campaign-related expenditures must appear accurately in each candidate’s expenditure register. This step aims to ensure transparency and accountability throughout the electoral process.</p>
<p data-start="652" data-end="1089">On Wednesday, he conducted a surprise inspection at the GHMC Head Office, reviewing key election monitoring facilities. These included the Media Certification and Monitoring Committee (MCMC), Electronic Media Monitoring Room, Model Code of Conduct (MCC) Control Room, 1950 Complaint Centre, and Social Media Monitoring Cell. He praised officials for their effective operations while suggesting minor improvements for quicker reporting.</p>
<p data-start="1091" data-end="1559">Additionally, he instructed teams to closely monitor rallies, public meetings, roadshows, advertisements, and paid news. All activities should be video-recorded, and related expenditures entered daily into official registers. During the inspection, MCC Nodal Officer Narasimha Reddy, MCMC Member Secretary Mamindla Dasharatham, and Control Room OSD Anuradha briefed him. Chief Examiner of Accounts P Venkateshwar Reddy accompanied the Observer and provided guidance.</p>
<p data-start="1561" data-end="1908">Later, he held a review meeting with the District Election Officer at GHMC Head Office. Police Observer Om Prakash Tripathi inspected polling stations, DRC Centres, and security arrangements at Kotla Vijaya Bhaskar Reddy Stadium. Meanwhile, officials reported that 211 candidates filed 321 nominations, with withdrawals allowed until October 24.</p>

Speaking at the UN Troop Contributing Countries Chiefs&#8217; Conclave (UNTCC 2025) in New Delhi, he said the UN still reflects the world of 1945, not the realities of 2025. He warned that institutions unable to adapt risk losing relevance and credibility.</p>
<p data-start="611" data-end="961">Jaishankar outlined India’s peacekeeping philosophy, rooted in its civilisational ethos and the principle of ‘Vasudhaiva Kutumbakam’ — the world as one family. He stressed that peacekeeping must be guided by justice, inclusivity, and multilateral cooperation, especially in addressing pandemics, terrorism, economic instability, and climate change.</p>
<p data-start="963" data-end="1386">He praised UN peacekeepers worldwide, particularly the 182 Indian personnel who sacrificed their lives for peace. Jaishankar called for realistic mandates, clear resources, and safety measures for troops, emphasising that host states bear primary responsibility for civilian protection.
