Acting Jathedar Kuldip Singh Gargaj summoned both Zafar and Education Minister Harjot Singh Bains to explain their roles. Bains appeared on August 6 and accepted tankhah (religious punishment) from the Sikh high priests.

Zafar was abroad during that hearing. After returning, he submitted an eight-page reply on August 14. When he appeared before the Takht, Zafar said he respected the authority of Sikh leaders. He also declared that he was ready to undergo any form of tankhah announced.
