The Supreme Court has allowed the Election Commission of India to continue the Special Intensive Revision (SIR) of voter lists across the country. The court said the Election Commission has full authority under Article 324 of the Constitution to carry out the voter verification process.

The Supreme Court verdict on voter list revision came after several petitions challenged the Election Commission’s decision to conduct the SIR exercise. The bench, led by Chief Justice Surya Kant and Justice Jaymalya Bagchi, ruled that the process does not violate constitutional rules or election laws.

The court said accurate voter lists are important for free and fair elections. Judges also noted that the revision process will improve transparency and strengthen public trust in the electoral system. The verdict now clears the way for the Election Commission to continue voter list updates in different states.

The Chief Electoral Officer’s office announced that anyone forging voter cards, Aadhaar, birth or death certificates, court records, government documents, or certificates issued by public officials can face up to seven years in jail along with fines under Section 337 of the Bharatiya Nyaya Sanhita.

Political tension around SIR continues to rise across the state, with frequent protests, sloganeering, and repeated chaos at the CEO’s office. Recently, TMC-backed BLO groups staged demonstrations after a BLO from Namkhana suffered a brain stroke, which the family blamed on SIR-related workload.

During a Supreme Court hearing, the Election Commission informed that district offices and the CEO office are being surrounded by protestors. The Court issued a notice to the EC, seeking details on steps taken to ensure the safety of BLOs and officials working on SIR.

Prime Minister Narendra Modi on Wednesday (November 3, 2025) advised BJP MPs from West Bengal to ensure that the ongoing Special Intensive Revision (SIR) of electoral rolls in the State remains “straightforward” and does not turn into a political controversy. The Prime Minister emphasized that the SIR’s sole purpose is to include eligible voters and remove ineligible entries, and must be conducted transparently.

Mr. Modi met the MPs as part of his regular interactions with State-wise groups during the Parliament session. A day after meeting Assam MPs, he engaged with the West Bengal delegation, reminding them that the State is moving toward elections and urging them to concentrate on ground-level organisation and outreach.

The Prime Minister reportedly told the MPs that unnecessary disputes around the SIR could shift focus from the core electoral preparations. He stressed discipline, constructive public engagement, and strengthening booth-level presence ahead of next year’s polls.

The Bharatiya Janata Party (BJP) has formally demanded the implementation of Sikkim Indigenous People’s Rights (SIR) in the state, citing legal provisions that safeguard the interests of local communities. The party has urged authorities to ensure full adherence to laws protecting the rights, privileges, and cultural heritage of Sikkim’s indigenous population ahead of the upcoming elections.

Last month, the Election Commission of India (ECI) announced the schedule for SIR implementation in 12 states and Union Territories, with four of these regions slated to go to polls next year. BJP leaders argue that Sikkim must also be included in the SIR framework to ensure free, fair, and representative electoral participation for indigenous communities, who form a substantial portion of the state’s population.

According to party sources, BJP officials met with senior Election Commission authorities and presented data emphasizing the need for SIR in Sikkim. They stressed that without the legal protection, indigenous voters may face challenges in preserving their traditional rights and accessing political representation in line with constitutional safeguards.

The BJP’s demand comes amid growing political attention on tribal and indigenous welfare across northeastern states, where population-specific legal protections often influence electoral outcomes. Analysts note that implementing SIR in Sikkim could enhance transparency in voter rolls, ensure fair candidate representation, and strengthen the role of indigenous communities in governance.

Officials from the Election Commission have indicated that SIR is a priority in states with significant indigenous populations and that procedural steps are being finalized to extend similar frameworks to additional regions like Sikkim.

Political observers suggest that this move by BJP underscores the importance of indigenous representation in northeastern politics and signals the party’s focus on ensuring compliance with legal safeguards ahead of elections.

Speaking during a KeyNote session moderated by First India News CEO and Managing Editor Pawan Arora, Mahajan underlined that the revision exercise is essential for strengthening democratic participation in Rajasthan.

Mahajan stressed that the primary objective of SIR is to systematically identify and remove entries of deceased, shifted, or duplicate voters, while simultaneously enrolling first-time voters, especially the youth turning 18. He addressed public concerns regarding Aadhaar and mobile number collection, reiterating that the Election Commission of India maintains strict data-protection protocols to safeguard citizens’ privacy.

Highlighting the scale of the operation, Mahajan informed that over 52,000 Booth Level Officers (BLOs) have undergone intensive training to ensure accuracy during field verification. He also detailed the SIR timeline, confirming that the final electoral roll will be published on February 7.

The West Bengal government must nominate officers who satisfy ERO eligibility requirements. Only West Bengal Civil Service (Executive) officials at the ranks of sub-divisional magistrates, sub-divisional officers, or rural development officers can serve as EROs. Officials below these ranks had been wrongly appointed in 78 constituencies.

The ECI is reviewing the rank status of all 294 EROs in West Bengal. Authorities will replace officers in other constituencies if they find similar violations.

The Election Commission (EC) is gearing up to implement the *Special Intensive Revision (SIR)* of voter lists across the country. All state Chief Electoral Officers (CEOs) have been instructed to have updated voter lists ready, incorporating revisions based on previously published electoral rolls, by *September 30*.

Sources indicate that the SIR process may officially commence between *October and November*. This exercise aims to ensure that voter lists are accurate and comprehensive ahead of upcoming elections, removing discrepancies and including newly eligible voters.

The process has already been implemented in *Bihar*, where opposition parties raised concerns, alleging that eligible voters were being removed from the rolls. The EC’s nationwide initiative seeks to streamline electoral rolls, enhance transparency, and prevent voter disenfranchisement. Authorities have been urged to follow the directives strictly, ensuring a fair and impartial revision process, reinforcing confidence in the electoral system.
