Unconditional cash transfers putting State finances at risk, the Economic Survey 2025-26 has warned, highlighting growing pressure on State budgets due to rising welfare spending. The Survey flagged concerns over the long-term fiscal impact of such programmes.

According to the Survey, total spending on unconditional cash transfer (UCT) schemes during the 2025-26 financial year is estimated at around ₹1.7 lakh crore. Unconditional cash transfers putting State finances at risk was noted as a key challenge, especially as several States continue to expand welfare coverage.

The Survey pointed out that a large share of UCT spending targets women-centric schemes. While these programmes improve financial security and social outcomes, the report cautioned that unchecked expansion could limit States’ ability to invest in infrastructure, health, and education.

It said many States are funding cash transfers through higher borrowings or by cutting capital expenditure. This trend, the Survey noted, may weaken long-term economic growth and fiscal stability.

The Survey called for better targeting of beneficiaries and stronger monitoring of outcomes. It also suggested aligning welfare spending with revenue capacity to avoid structural fiscal stress.

Economists quoted in the report said cash transfers should complement, not replace, productive public investment. A balanced approach, the Survey concluded, is essential to protect State finances while supporting vulnerable groups.

If Congress wins, he said development would accelerate, particularly through the completion of the Gouravelli project. He mentioned ongoing welfare schemes like Kalyana Lakshmi, free bus travel, zero-interest loans, Rythu Bharosa, and loan waivers.

He highlighted major development works in Husnabad, including an engineering college, a residential school, a four-lane road, a 250-bed hospital, and heritage projects. He also initiated steps to allocate ₹100 crore for Satavahana University. Soon, new sarpanches will receive training on village development planning.

Many smaller schemes, including subsidised ration kits under Anandacha Shidha and one-time payments under Vayoshree Yojana for senior citizens, have been postponed. Residents across districts like Sangli, Nashik, Solapur, Chhatrapati Sambhajinagar, and Kolhapur report frustration over the slowdown in these benefits.

Smita Patil from Sangli said she relied on cheap ration kits for festival preparations. “Last year, I saved money because of the subsidised kits. This year, the government said there were no funds,” she said. In Nashik’s Dindori block, senior citizens like Nandkumar Kshirsagar said delays in Vayoshree payments forced families to work for survival.

Even beneficiaries of Ladki Bahin expressed dissatisfaction. Officials have stopped payments to women who did not link bank accounts with Aadhaar or submit required documents. Pushpa Patil from Solapur said, “Women feel fooled. The government gave money in one hand and took it away through rising costs.”

Opposition leaders, such as Rohit Pawar of the Sharad Pawar-led NCP, have highlighted the funding gaps in their campaigns. However, political analysts say voter anger may not fully translate into electoral losses for the ruling alliance. Some voters still support the parties because a portion of the schemes, like Sanjay Gandhi Niradhar Yojana, eventually reaches beneficiaries.

As Maharashtra approaches civic body elections, the financial strain of Ladki Bahin is reshaping welfare distribution, but its political impact remains uncertain.
