US President Donald Trump’s new H-1B visa policy focuses on bringing skilled foreign workers temporarily to train Americans for advanced jobs. Treasury Secretary Scott Bessent said the plan aims to reduce long-term reliance on overseas labour and rebuild the country’s manufacturing strength.

Speaking to Fox News, Bessent described the shift as a “knowledge transfer” effort. “For decades, we’ve offshored precision manufacturing jobs. Now we want to bring them back,” he said. “Overseas experts will train US workers for three to seven years, then return home.”

Bessent emphasized that the policy supports Trump’s broader goal of restoring industries like semiconductor manufacturing. He noted upcoming projects, including large facilities in Arizona. Addressing concerns about Americans losing jobs, he said, “An American can’t have that job – not yet. We need to relearn those skills.”

He added that the administration’s strategy reflects a push to repatriate key industries and cut import dependence.

Bessent also mentioned discussions about a possible $2,000 tariff rebate for families earning below $100,000. “It’s part of ensuring families feel the benefits of strong trade policy,” he said. The plan aligns with Trump’s vision of “Parallel Prosperity,” where Wall Street and Main Street grow together.
