Viksit Bharat: Haryana CM Says VB-G RAM G Act Will Transform Rural Jobs

Haryana Chief Minister Nayab Singh Saini on Monday said the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) Act marks a decisive shift in rural employment policy and will eliminate corruption while strengthening livelihoods.

Addressing a press conference, CM Saini said the VB-G RAM G Act, 2025 replaces the outdated MGNREGA framework and aligns rural employment with the Viksit Bharat vision. He said the new law ensures higher wages, more guaranteed workdays and transparent payments for genuine labourers.

The Chief Minister said earlier schemes failed to protect workers as contractors and middlemen exploited loopholes. He stated that the new system delivers wages directly into workers’ accounts and uses real-time monitoring to prevent misuse of public funds.

CM Saini said rural India has undergone a major transformation over the last two decades. He pointed out that rural poverty has dropped from over 25 percent in 2011–12 to below 5 percent. He also cited improved access to banking, Aadhaar, digital payments and infrastructure as reasons for updating the employment framework.

Under the Viksit Bharat-linked scheme, the government has increased guaranteed employment from 100 to 125 days. CM Saini said this will raise annual incomes of rural workers by over ₹7,000 nationwide. In Haryana, workers are expected to earn at least ₹10,000 more due to higher wage rates.

He said the Centre has allocated a record ₹1.51 lakh crore for the scheme this year. The Central Government’s share exceeds ₹95,000 crore, with further increases planned.

CM Saini said the scheme promotes inclusive growth. In Haryana, Scheduled Caste workers form over 52 percent of beneficiaries, while women account for more than 65 percent. He added that the work framework prioritises manual labour over machine-driven execution.

Permissible works now focus on water conservation, rural infrastructure, livelihood resources and climate-resilient assets. Gram Panchayat plans will align with the PM Gati Shakti Master Plan. The scheme also allows a 60-day pause during peak agricultural seasons to support farm activities.

The Chief Minister said weekly wage payments, biometric authentication, geo-tagging and a seven-day grievance redressal system will ensure transparency and accountability under the Viksit Bharat mission.
