Patna: The Bihar government has introduced new rules to speed up land mutation in Bihar. Deputy Chief Minister Vijay Kumar Sinha said officials cannot delay cases by citing unclear court matters.

Many revenue officials earlier kept applications pending. They often claimed that a case was in court without proper proof. This created delays and trouble for property owners.

The government has now defined the terms “competent court” and “pending case.” These rules aim to make land mutation in Bihar faster and more transparent.

Competent courts include civil courts, the High Court, the Supreme Court, and approved tribunals. A case counts as pending only after a court accepts it and issues notices or a stay order.

Officials must process mutation requests if no such court order exists. The new rules aim to reduce delays and help property buyers complete legal work quickly.
