Bihar building manual relief will help people who violated construction rules, the state government announced on Monday. The decision aims to reduce strict punishments and support planned urban growth across the state. Officials said the changes will make the system simpler and more people-friendly.
Speaking at a workshop in Patna, Urban Development Department officials said the government plans to amend the building manual. Under the new approach, harsh penalties such as jail terms and heavy fines will be reduced. Instead, lighter civil penalties will apply. This building manual relief is expected to encourage people to follow rules without fear.
Deputy Chief Minister Vijay Sinha said the government wants balanced development in cities. He stressed that rules should support growth, not create unnecessary problems for citizens and builders.
The department also announced that all urban planning services will move online by July 1. Services like building map approvals and no-objection certificates will be available digitally. This step will reduce paperwork and speed up approvals.
Builders, architects, entrepreneurs, and municipal officials attended the workshop. They shared suggestions for improving construction rules and city planning. The government will review feedback before finalizing the changes.
Officials believe the new policy will promote legal construction and improve urban development across Bihar.
